Kaimera's stats were shown to Arion. He was amazed at how strong she was at Tier 0. Someone's Mana core stage didn't always reveal how strong someone was. 

Someone could be Tier 3 Mana Core and never train their physical body or even their spells, just absorbing mana. Another example could be someone in Tier 0 like in Kaimera place who had a naturally strong body and was born with more mana and aura for someone in that Tier.

A Tier did represent someone's limit as they couldn't grow stronger past a certain point if that didn't break into the next Tier. Most people want to break into the next tier as soon as possible, unlike Arion whose mom told him to take his time in each Tier to reach the maximum amount of strength, as it would benefit him in the future.

Arion studied the displayed stats with a mixture of astonishment and pride. Kaimera's attributes surpassed his expectations, her strength, agility, and vitality far exceeding those of most individuals at Tier 0. He couldn't help but feel a swell of pride knowing that he had played a part in her creation, guiding her growth and development every step of the way.
