At first, when he received the message he think it was just a prank and ignore it. I would give the government 30 % discount. For example, the Bakunawa X1 can be sold 1 million usd per battery. and missile could be sold 100,000 pesos per unit. I was also planning to venture on shipbuilding and hope that the government would support local produce defense manufactured vessel. All of us can feel that time is changing, even you and the President could feel it too. Russia, China, Israel, India, South Korea, Taiwan and Iran is building up its stockpile of weapons. Russia and China is catching up with United States technology. We are much closer to war than we've ever been and this war is a hundred times much dangerous than World War 2. We should project China as our only invaders as they are the only one who have reason and power to invade us. We have a disputed territory with them and they want to get an access in the Pacific and Indian Ocean and Philippines is what barricade them to do that."

"Well, I can talk all of this condition to the President, however it can only happened if the result is good. When are you going to present the sample missile?"

"Currently, our engineers and scientist are at testing process, we would like to invite Mr. Secretary and the President in our official testing process next Sunday in Siargao".

"Well, can you send the data to my email, I will present it to the Chief of Staff and Commander in Chief, if this blueprint really works it could solve our pressing issue in West Philippines Sea and we could have more influence and deterance against our neighbors." Secretary Defense was very hopeful in this meeting. He was a defense secretary in an era where Philippines is at its weakest, he had troubling issue against the rebels (NPA) and terrorist in Mindanao, and also the constant harassment of Chinese Coast Guard and militia in the West Philippines Sea. Despite winning the Tribunal Court, the Chinese just blatantly ignored it and even build military outpost in the artificial island. But what could the Philippines do?, they have a weak military strength to deter China, their economy is also dependent on China and their ally in the west Mr. Obama had made a deal with China. United State didn't do anything against China's claim and the current administration President Duterte couldn't do anything about it aside from using diplomacy to settle things, though China didn't even decrease their activity in the region.
