CHAPTER 1 GENERAL

1=These rules may be called the sindh Civil services Rules and shall come into force on 1st April 1950.

2=Except where it is otherwise expressed or implied, these rules apply to all members of services and holders of posts whose conditions of service the Government of Sind are competent to prescribe; provided that they shall also apply to

a) any person for whose appointment and conditions of employment special Provisin is made by or under any law for the time being in force and

b) any person in respet of whose service pay and allowances and pension or any of them special provision has been made by an agreement made with him

3= Government reserve to themselves the right of interpreting these rules.

4= The terms of specific contract enforceable at Law necessarily over ride

5= Subject to the provisions of sub–section(3) of section 241 of the Act, a Government servant's clam to pay and allowance is regulated by the rule in force at the time in respect of which the pay and allallowances are earned; to leave by the rules in force at the time the leave is applied for the granted; and to pension by the rule in force at the time when the Government servent retires or is discharged from the service of Government ment ; provided that, if during his service change disadvantageous to him the service of Government or on exercising his option under Rule 181 his pension shall not be less than that which would have been admissible but for introduction to such changes

6=No powers may be exercised or delegated under these rules except after consultation with the finance department It shall be open to that sent may be presumed to have been given

8= when a complete authority, other than Government communicates to the Accounts Officer an order granting any concessions under these rules to any Government servent in cases in which it is prescribed that the reason therefor should be recorded, he should at the same time for ward to him a copy of his reasons
