Municipal Hall

Mayor's office...

"Mayor you have a visitor."

As a female secretary enters the office and informs the mayor.

"Who is it?"

The mayor asked.

"He claims to be the principal of the Silver Wing Academy that docked in our space port earlier."

"I see... Let him in."

"As you wish."

The female secretary left the office.

After few seconds, the door opens and former general Gunn enters.

As he did, the mayor of Scorpio space city suddenly stands up and performs a salute.

"Sir!"

He shouted while being stiff.

"No need for formalities former Lt. Colonel Polro. I'm just an old man who's fond of children now."

Former general Gunn said.

"Yes sir!"

After that, the mayor of Scorpio city calms down and former general Gunn took a sit on front of him.

"So General Gunn-"

"Just call me principal Gunn."

Before the mayor completes his sentence, former general Gunn corrects him.

"Principal Gunn sir!"

"Sigh* Enough with the formalities."

Former general Gunn said while looking a bit disappointed.

"Ehem! So Ge-principal Gunn, what brings you here?"

The mayor asked.

"I came here to have a little chat with you my old friend and to brag about my grandson."

As former general Gunn answers him.

"I'm honored sir!"

"Sigh* You never change."

Former general Gunn reacted to the mayor's statement.

"I apologize sir!"

The mayor apologizes sincerely.

"So how's life being the mayor of the great Scorpio space city lately?"

Former general Gunn asked casually.

"We have some minor problems sir!"

The mayor answered him.

"Which is?"

Former general Gunn stated his curiosity.

"Sir! According to my Intel, there has been a discrimination going around the citizens of Scorpio space city regarding brainwave users."

The mayor gave him a report like in a briefing.

"So the brainwave users have been discriminating ordinary citizens?"

Former general Gunn asked to clarify the issue.

"No sir! The other way around sir!"

As the mayor clarifies it.

"Seriously?"

"Yes sir!"

Former general reacted and the mayor confirms it.

"That's a problem indeed."

Former general Gunn confirms it.

"We made some temporary measures to address the problem by issuing a curfew to all citizens till the problem has been resolved."

The mayor explained.

"So temporary measures... It might be quite effective but how about police visibility?

Former general Gunn asked.

"Sir! We have police patrolling the city twenty-four seven!"

The mayor answered his question.

"Hmm..."

Former general Gunn thinks for a bit and made his conclusion.

"I see so in other words, Scorpio space city is under temporary martial law."

"That's correct sir!"

The mayor confirms his conclusion.

"You know by doing this, it might stir the citizen to perform a coup."

Former general pointed out.

"That's not a problem sir since their freedom isn't restricted unless they reach curfew hours."

The mayor explained.

"I see... Well then there's no problem indeed but how will you address the issue regarding the discrimination?"

Former general went to the root of the problem.

"That we haven't reach to a conclusion yet sir!"

The mayor gave him an honest answer.

"Now that's the problem that needs solving."

Former general Gunn pointed once again.

"Any suggestions sir?"

The mayor asked sincerely.

"Well... Is there equal rights regarding brainwave users and ordinary citizens?"

Former general Gunn asked.

"There is sir but that's not the cause of the problem sir!"

The mayor answers him.

"Which is the cause of the problem then?"

General Gunn was trying to clarify.

"The cause of the problem sir is that most educational facilities gives more favor to brainwave users than ordinary students."

The mayor said the source of the problem.

"So the brainwave users at educational facilities treats the brainwave users like elites while the ordinary students are treated like dirt?"

Former general Gunn gave his deduction.

"I wouldn't go that far sir!"

The mayor corrects him.

Former general Gunn thinks for a bit and gave him a solution to address the problem.

"Hmm... If that's the case, why not implement that all brainwave users undergo military training to separate them from ordinary students?"

"If we do that sir then the brainwave users will be the one doing the discriminating."

The mayor said not agreeing with former general Gunn's solution.

"So you're assuming that the brainwave users will feel like they have authority over ordinary people?"

Former general Gunn asked.

"Yes sir!"

The mayor answered him.

"Well that might be possible, but you can always teach them discipline so they won't abuse their abilities."

Former general Gunn gave him another solution.

"Sir you know how teenagers are. They're rebellious at their age."

The mayor pointed out.

"Well that's true, that's why I give them so much freedom in my school."

Former general Gunn said in confirmation.

"So what should we do sir?"

The mayor asked for another solution.

"How about planting brain jammers all over the city so the brainwave users can't use their ability? Since that's the source of the problem after all."

Former general Gunn proposed a solid solution.

Pooshshshsh*

"Now that's a great idea!"

It wasn't the mayor who answered former general Gunn but a man with curly red hair who's wearing a luxury type of clothes and a black hat. He barges in the mayor's office while using the female secretary as a hostage by pointing a handgun at the back of her head.

After that, a bunch of policemen who are wearing a S.W.A.T. uniform barges in and points their guns at former general Gunn and the mayor.

"You! What do you think you're doing?!"

The mayor asked furiously.

"What do you think I'm doing? Isn't it obvious? I came to bring peace to the citizens. In other words a coup."

The man with the curly red hair answers him sarcastically.

Former general Gunn suddenly puts up a fighting stance.

"Woah woah woah! Stand down tiger. I know who you are! You're former general Gunn the crazies and ruthless general from the S.M.F. You alone could probably wipe us all out. That's why I did this!"

The man took out a switch from his pocket and presses it.

Suddenly the holoscreen of the mayor activates and shows them the status of the city.

A bunch of policemen who are wearing a S.W.A.T. uniform pointing their guns at the Silver Wing Academy students and staff.

"You think those pea shooters can scare them?"

As former general Gunn asked.

"No I don't! That's why I also did this."

He presses the switch again and the holoscreen turn towards the arcade where class 1-2 and class 1-3 are.

"Hey isn't that your grandson?"

The man with curly red hair said and zooms in the camera to focus on Linel.

"Oh-oh! Looks like your grandson is about to do something."

Linel suddenly puts on fighting stance.

Argh*

Suddenly he kneels down on the floor while squeezing his head in pain.

Everyone shouted.

"See what happens. Like you suggested earlier, we planted brain jammers all over the city so that those brainwave users couldn't use their abilities. Genius right?"

The man with curly red hair pointed out but former general Gunn didn't flinch. He just stood their while remaining calm.

"Oh not enough to burst your bubble huh?"

Suddenly the man with curly red hair takes out his cell phone and makes a call.

"Do it!"

He said that, one of the policemen hits Linel on the head with the handle of his gun. As a result, Linel lost consciousness.

"I better hand it to you. Your grandson is quite the tough guy even though his a pretty boy!"

The man with curly red hair said sarcastically.

Former general Gunn didn't flinch and continues watching the holoscreen. He watches the students and staffs being arrested and are brought into a police van like they were criminals. He also notices the people who were watching the scene were rejoicing.

"See look! The citizens are happy!"

Former general Gunn didn't say a word and gave him a deadly stare.

"Woah woah woah! Scary! How about a drink so you would calm down?"

The man with curly red hair shamelessly goes towards the fridge and takes a bottle of Champaign out.

After that he took a wine glass from the office kitchen, took out the cork and pours some Champaign.

After that, he gave it to former general Gunn.

Former general Gunn didn't take the drink and just stares at him.

"No? Oh well! Mine then!"

The man with curly red hair said and gulps down the drink.

"This is delicious! How much does this cost former Lt. Colonel Polro? Twenty thousand bucks or maybe thirty? You know as the mayor, it's not good to use the citizens money for this. Don't you feel sorry for those hard working tax payers?"

The man with curly red hair said sarcastically.

"Don't teach me about leadership when you yourself is a royalty who was driven out from his own planet by his own father."

The mayor said like he was giving a lecture to a rebellious student.

"Woah! You found out huh? It must be the hair right? I knew I should have dyed it black. Who knew wearing contact lenses is not enough as a camouflage. Or maybe it's the face?"

He the man with curly red hair said sarcastically.

"Oh well! Time for the negotiations. But first I'll be "borrowing" your ship. If you know what I mean."

He said and head for the door along with the female secretary.

"Take it away boys!"

As he said that, the policemen went closer towards former general Gunn and the mayor while pointing their guns at them.

Outside the mayor's office...

"That's enough acting for now!"

As the man with the curly red hair said and lowers his gun.

"I thank for your cooperation."

The female secretary said in a monotone voice.

"No problem! As long as I get paid."

The man with curly red hair said and walks away.

"Now then, time to move the plan to phase two."

The female secretary said to herself.
