"Are you kidding me Kushina? Is this the so called new direction prototype? Are insult my intelligent?" the third shout after taking look to the 'prototype'.
"Are you going senile, old man? I told you before it is UNFINISHED PRODUCT. You don't even ask what is that thing or it uses." Kushina start to scream after hearing the third hokage insult her hard work item.
'Darn it, both of you keep screaming like madman. At this rate my eardrum is first to explode' standing beside Kushina, Hoseki close his ears with fingers.
After takes a deep breath, hokage ask again, "Ok, explains to me what is this ugly looking bracelet is.
" Hump.. This is called Chakra Sealing Handcuffs. Hoseki gave the idea of catching criminal using this item. Handcuffs is crafted using mana sealing method which suppress a person chakra when they put this handcuff. Right now we have 3 level ninja seal that we can put on this handcuff. The seal supposed to work as it will suppress and suck any available chakra on the body to and then use it to strengthen the cuff itself."
"Right now the seal only work on average genins, chunin and special jonin based strength. Of course we called unfinished products as we have no material budget to build more durable handcuff. We only use some special paper as basic build and no other solid material. The build on other kind of solid materials need more researchers and experiment to integrate the seal and the material itself. Different kinds of metal has different type of techniques to be craft as we need the item to be durable enough to hold the body of a shinobi."
"The current prototype only have the ability to suppress the chakra until special jonin but it can only strengthen itself only a little bit and easily can be torn a part by any physical body of a kid you can find in academy."
"In fact it did not worthy to be called prototype at all in the first place. It just unfinished experiment product." Kushina stop after a long explaination.
The third hokage Hiruzen looks at the ugly brace.. No. Handcuff dumbfounded as didn't expect this item has that kind use. He reach the handcuffs and wearing it on is right hand and immediately feel his chakra being absorbed. "If this handcuffs are absorbing chakra where did it put the absorbed chakra? Won't it exploded when there are too much accumulated chakra?"
"Of course we consider it. Our experiment shows that the handcuff will explode and can't store too much chakra so we create multiple seal to use chakra as a source of power to strengthen its body and release the excessive chakra remain. The main problem is that the handcuff is weaken by time, so we try to design some seal to use external power to strengthen it. But we still have a problem and it still in experimental condition." Kushina pull out verbally their entire research results on hokage.
"You should find Orochimaru to discuss th..."
"No."
The third hokage try to give his suggestion but Hoseki cut off the idea out of his mouth.
"I won't share my research with anyone. Who know if you are try to take credit of our hard-earned research." Hoseki put his stand on this matter. Hoseki really don't want to put Orochimaru on this project because he know how Orochimaru will turn out in future. Even though his defects wont have any effect on this project, Hoseki don't want to stain his first project with Orochimaru names on it.
Since they enter the office, Hoseki does not put any word from start. His actions of putting his stand straight away, blown away Kushina and Hiruzen in surprise.
"Yeah I agree. We won't share this project. I also don't like the idea of my first project beeing share."Kushina immediately support Hoseki even though she doesn't understand why Hoseki against the idea of sharing with Orochimaru. Orochimaru have high reputation as a Sannin and he surely won't steal the project from them. However seeing Hoseki put his stand on this, she immediately follow up to stand besides him.
Seeing both of them put their stand like that, Hiruzen speechlessly stop the idea to convince them collaborate with Orochimaru. He then throw some word, "Taking credit? Your project is nowhere near from it finishing line. And why would Orochimaru, a sannin, take advantage of little kid like you?"
" It is because I am a kid that people tend to take advantage of me. I still remember that certain person who is ignoring my debt"as Hoseki look on the floor, he looks pitiful.
"Ahh, that right old man. I also wants to talk to you about this. Those orphans problem, You didn't even try to look into it right? Because of all those fogies right?" Kushina start to questioning the third hokage
Hiruzen starts to get sweat on his head and regerts throwing that word jabs. "You know how the matter will going to end, why bother asking me that kind of questions. We are currently tight on budget, the Iwagakure keeps pushing our border. I'm afraid we have no time for this."
" That kind of skirmish always happen in border, it not something new, why would you dragging that into discussion. I reckon you didn't even pay me much as my job taking care of that fox right. How long has it been since grandma Mito dies?" Kushina brush off the Iwagakure affair and immediately come with another question.
"Pay? What payment? And why bring Mito into this discussion?" the third Hokage fuming with anger coming back to him.
"The village seal the nine tail fox into my body as village trump card and a kind of protection to village. You people even restricted my freedom to be cage in this village never allowing me to go out. And I have to do this for free? Where is my remuneration?"
"Remuneration? Yyyou have been infected! This boy has spread his money virus to you." the third hokage point his shaking finger to Kushina and shout out.
"Ehh?"Kushina dumbfounded looking to Hoseki. Hoseki shake his head in denying to the accusations.
"I will get this straight hokage sama. You are to fulfil your promise to this boy as my remuneration. Tell those old fogies to pass it through or they will see if i dare to unseal the fox or not." Kushina put her final word on the affair and refuse to budge.
"Sigh, both of really you making it hard for me. Alright, alright, I promise you this time for sure. At least I got good reason to push this matter through. But you Hoseki, I can't let you to continue this behaviour anymore. You are going to learn with Kushina ONLY in weekends. You must attend your classes yourself, not sending your clone to avoid any future problem. You can take test if you want to graduate early. And stop causing trouble anymore. You are dismissed." the third hokage gives his ultimatum.
"Yes hokage sama." both of them answer the hokage and exit the office.
