Rejection [part 1]
(5 days after Waverlin county petition signed)
Emperor Kaiseir was sitting in his palace answering the mail. When he saw a piece of mail from Saikirin, He opened the mail to see a booklet that said 'Waverlin County Petition' he flipped a page and it said "this petition is given to the emperor for the purpose of peaceful reform of the country, we request a republic like before The transition to an empire"
Kaiseir read through all 11 pages then he saw it. 120 signatures, quite a bit so he said "ha this is illegal in Imperial law but I'll be nice so..." he grabbed an envelope, a piece of paper, and a pen so he wrote "The Imperial government of Tutelia will not reform the Tutelian Constitution for the sake of a single town" then he folded the paper sealed it in the envelope and mailed it.
(5 days after Imperial mail sent)
Ivory was waiting for the mail to arrive, she had been waiting 10 days for it. Then she heard a knock, she opened the door and saw Arvin, the Mailman, "hey arvin how are you doing today" Ivory said
"good, you" Arvin said "well I've been waiting for the mail for a week or so" Ivory said
"well your wait is over 1 piece of mail from Trailia"
Ivory took the mail sat down and opened it,
she read the small note "The Imperial government of Tutelia will not reform the Tutelian Constitution for the sake of a single town" she said "well I will speak of this" she got her bag and headed for the square.
She got to the square and stood on the podium Infront of the crowd "I was in my house today when I got a letter from Trailia it said "The Imperial government of Tutelia will not reform the Tutelian Constitution for the sake of a single town" and I thought wow they don't care for us do they, so to keep my speech short, I say we send an ultimatum saying if reform is not done we will revolt!"
and the crowd cheered in agreement.
and everyone went to the page and signed it and they named it the Waverlin Ultimatum, there was 275 signatures on the page, and I vory mailed the Ultimatum to the capital.
