According to the information, this Array Formation could refine the free world energy, the sun and moon energy into the Star Energy.

Though there were two problems he needed to solve before he could use the array and start refining the much needed Star Energy.

First problem, the array needed a catalyst to successfully refine the mixture of world, sun and moon energies into the Star Energy.

If he didn't have the Silver Scroll–finding a catalyst, especially without any information about it–would have been a near impossible feat. 

Fortunately, he had the Silver Scroll and according to a special note in the Array's information, Scroll's Energy was an excellent catalyst.

The Silver Scroll, however, couldn't solve the second problem–the Array creation.
