Hell has 18 cities with eighteen mansions, each mansion accommodated a judge and each judge dictates a city. The Serene Darkness City, Serene Shadow City, and Serene Soul City were in charge of the Prison Realm affairs; while the cities to the more important realms were placed deeper and further in the heart of Hell.

However, the Book of Life and Death was the same for all realms in the Six Paths World, all datas can be accessed from any halls.
