Petalburg Woods was placed under urgent blockade, disrupting Hu Yang's plans to take Roselia for combat training there. Upon reaching the forest's entrance, he discovered warning signs and cordons in place. Several Officer Jennys were engaged in a discussion with a young girl possessing brown skin, black hair, and blue eyes.

The Officer Jenny recounted the recent events, explaining how Ghost-Type Pokémon had mysteriously appeared and how they could potentially reappear at any time. The girl, who seemed to be a teenager, inquired about those who had experienced the strange phenomenon.

Officer Jenny listed the survivors, which included Pokémon Primary Rank school teachers and students, besides the police personnel. The girl expressed her need for more detailed information.

Hu Yang recognized the girl as one of the Elite Four from the Hoenn Alliance, Phoebe, renowned for her ability to communicate with Ghost-Type Pokémon. In the Pokémon games, her grandparents were known to live in the Sending God Mountain, serving as guardians of the Red Orb and Blue Orb.

Hu Yang speculated that the Hoenn Alliance was taking the incident seriously, as sending a member of the Elite Four directly indicated the gravity of the situation. Typically, Alliance personnel would first conduct investigations before dispatching higher-ranking members, making it clear that they considered the Petalburg Woods incident a priority.

He assumed the incident had no direct connection to him and was preparing to leave. However, he encountered Phoebe once again, less than ten minutes later.

Phoebe had come to school to question the survivors who had experienced the strange phenomenon in the woods. Unfortunately, her inquiries yielded little information, with most responses being variations of "I saw Ghost Pokémon glowing blue," "I passed out and didn't witness anything," or "I don't know what happened; those creatures just vanished."

Phoebe probed further, asking if anyone had heard unusual noises, but the responses were still negative. Frowning with doubt, she examined the large fissures that had appeared in the forest, each covering an expansive area. The absence of any sounds during the incident left her perplexed.

Considering the magnitude of destruction, it was clear that a single powerful move had created the fissures. Even the Pokémon Alliance had been breeding for years couldn't rend the earth with a single attack. If there was a trainer involved, their strength must be formidable.

Phoebe had read Officer Jenny's report, which suggested a connection between the fissures and the disappearance of the Ghost-Type Pokémon. It appeared that the creator of the rift had driven these Ghost Pokémon away.

Officer Jenny then introduced Hu Yang to Phoebe, mentioning that he was the one who had dispelled the illusions created by the Ghost Pokémon. Phoebe observed the young child, who appeared around ten years old, for a moment.

Impressed by the child's innate talents, she adjusted her expression and greeted him politely. Surprisingly, Phoebe refrained from questioning him about his age. This non-judgmental approach earned her favor in Hu Yang's eyes.

During their conversation, Hu Yang shared his encounter with the Ghost Pokémon, leaving out the involvement of Cramorant. He described how he had encountered a group of Litwicks and Lampents and how a large Gengar had suddenly appeared to protect him.

The mention of Totem Gengar piqued Phoebe's interest, and she found the new information valuable. Hu Yang elaborated on how Gengar had taken him to an old mansion in the woods, where it claimed to be responsible for suppressing the Ghost Pokémon in the area. He added that the Ghost Pokémon had recently hypnotized Gengar, causing them to escape, after which Gengar had sent him out of the mansion.

Phoebe was intrigued by the references to the "Western mansion" and Gengar's role in suppressing the Ghost Pokémon. She recollected a secret rumor she had heard in the Alliance regarding a historical incident known as the "Missing Elite Incident." This incident had involved the disappearance of many humans when the Alliance was first established, with the Ghost-Type Elite being dispatched to resolve it.

Phoebe's heart raced at the potential connection between this incident and the one at Petalburg Woods. She knew she had to report this information to the Hoenn Alliance without delay.

Before parting ways, Phoebe asked Hu Yang if he had heard any unusual noises during the incident, specifically related to the creation of the large fissures. However, Hu Yang pretended not to have heard any such sounds. He left the school premises, and the winter vacation was looming. To ensure he could travel to Naipuru Gym, Hu Yang decided to purchase an SS Ticket in advance.

The Hoenn Region was surrounded by the sea, and since Petalburg City had no harbor, he would need to transfer to Kanaz City and board a passenger ship from the Western Northern Sea to reach Naipuru Gym. Hu Yang made plans to visit the gym for a few days of battles and then enjoy a hot spring vacation in Lavaridge Town, accompanied by Roselia, Cramorant, and Gengar. He anticipated the Hoenn Alliance's resolution of the mansion incident by the time he returned next spring.
