As expected, Garp made a sad face as if this was to be expected. Garp knows that Raben really hates those dracos more than anyone. He doesn't know where the hatred come from but it is nearly impossible for Raben to join Navy. With the long face, he said "Hey, I know they are piece of shit but they have special power in this world so none can provoke them so I think I need to give up making you a Navy.
