Hikaru’s timeline has changed from temporal interference.
In the original timeline, Hikaru and Elijah had met in the sewers infested with animal parasitoids.
Instead of fighting, they teamed up and because Hikaru was the founder of the Liberated, a group of parasitoids who kept their human minds, he gained Elijah’s trust.
They worked together to fend off the alien invaders and naturally became friends…

Original Timeline — Tokyo City - Global Defense Force Japan Headquarters — 3 months since the alien invasion was made known to the public
They made a large reconstructed Tokyo City Hall into a HQ’s communication center. They heavily guarded the communication center with exosuits, sentry guns, and a security detail patrolling the premises.
Sheets of heterodiamond metal were reinforcing the walls of the City Hall, and Hikaru reinforced the roof with carbon nanotubes he made from his cells.
