While Itachi did that deed, he already had the excuses prepared, marines die every day. A lot of people in high places (Sengoku, Zephyr, etc) knew of Itachi's relationship with Ain. They would never expect that he himself killed her.

At this time, in Mary Geoise, the five elders were meeting. Sengoku wasn't there physically, but he was in a Transponder Snail call from Marineford.
"Jaw… again…" Says the bald elder with a sword. They have had dozens of meetings just about Jaw during these couple of months.
"That man is dangerous. He should be exterminated, as should his whole family." Suggests the elder with the thick mustache.
The other elders nod in agreement at this. They all hate Jaw but still have to put up with him due to his usefulness at mining the resources at the bottom of the sea. Jaw even sells them at the best price.
"It isn't that easy." Exclaims the elder with the long beard and dignified appearance. "Jaw and his base are impenetrable. Kalifa has been giving some information that implies that Jaw is looking out for spies. Thankfully we put Kalifa as a spy a long time ago."
The elder with the big mustache speaks again. "That didn't do us any good. I think that Jaw might be suspicious of Kalifa. The information that she has been giving us is usually outdated and some is straight out wrong. She has voiced concern that Jaw might be intentionally giving out wrong information to rat out any spy, so Kalifa has gone deep undercover now and won't be contacting us for two years straight."
The other elders frown once they hear this. Jaw is someone who has become the most dangerous pirate to the World Government during these last years. Especially this last year, as his family grew stronger and even his territories grew exponentially. He also made Shanks an Emperor of the Sea… they have mixed feelings about that.
"What should we do about this then?" Asks Sengoku as his voice comes through the transponder snail.
The elder with the blonde hair and facial is the one who answers that question. "We should hit at his foundation first. We should start by interrupting his resource trade with the countries outside of the Grand Line. That gives him just too much power. Remember what King Taco said during the last Reverie Meeting. Then maybe we try to convince King Neptune to take over the undersea resource mining. I am sure that if we give him a seat in the Reverie, then he will accept."
"Impossible!" Exclaims Sengoku. "Neptune and Jaw have an arranged marriage amongst their children. The Fishman Royal Family and Jaw's family are one and the same now. It's impossible to try and separate them now."
"Hmmm…" Hums the long white-bearded dignified looking elder. "Then, even if that doesn't work. We simply still go on with our plan. Jaw's relationship with the countries that attend the Reverie must be separated at all costs."
The other elders nod at this and even Sengoku agrees verbally. "I understand… I will prepare for the admirals to be sent out."
They know that anything less, and they are just sending men to die. Jaw is an Emperor of the Sea, so only admirals can deal with him. But sending out more than one Admirals isn't quite that simple. There must be a process to this… Garp must first return to the Marine headquarters in order there is an attack. So then Garp, Sengoku, and another Admiral will be there as a defense. Under that lineup, any Yonko could come to attack and it wouldn't leave Marineford alive.

Just like this, two more months pass, and that is when during one of the shipments to a country Jaw gets the news that it was destroyed.
Jaw is currently on his island just looking at the transponder snail in front of him with a dull look in his eyes. He obviously never had all of his deals at once, instead, he had them throughout the year. So even if one shipment is destroyed, it's nothing too big.
Jaw already knows who it was, even though the shipment has been destroyed and everyone involved in it is dead.
There have also been no signs of who it was. Of course, there is the possibility of a rookie pirate over his head, thinking that he can take on an Emperor of the Sea. But Rookie Pirates aren't this clean on their job.
Neither was it any of the Yonko, Jaw has good relations with Kaido, Whitebeard, and Shanks. Big Mom and Jaw have an arranged marriage between their children and have a semi-alliance going on.
'So that only leaves one other factor in this little equation.' Concludes Jaw. 'The World Government has finally seen me as too dangerous to let grow any more.'
Jaw contemplates colluding with Kaido to attack the World Government, the crazy beast would probably be up for it. Jaw just needs to get him a little drunk and Kaido will agree to it…
'Why do I feel like I am planning on having my way with a drunk girl?' Contemplates Jaw, but as he imagines Kaido as a woman, a shiver runs down his spine. 'DELETE!!!'
'I need to stop my mind from wandering like this.' Thinks Jaw as he puts these thoughts to the back of his mind. Creating an official alliance with Kaido would only make the World Government take even worse countermeasures against him. They would go into a fight or flight mode. Because while one or two Emperors of the Sea banding together, that is still detestable by the World Government. But as soon as a third one joins… then that becomes a critical situation, as three Emperors and their crews are beyond dangerous.
'Well… they think they can outsmart me… we will see about that.' Ponders Jaw, in his mind, he is already thinking of countermeasures against this situation.

One more month passes like this, three more shipments are destroyed again. Just like last time, there were no clues on the scenes of the attacks. Due to these events happening, some of the countries started distancing themselves from Jaw.
But Jaw sends another shipment, this is a reimbursement about their losses and the countries don't have to pay anything. Of course, as they see, every country starts thinking that if their ships suddenly 'disappear' too then Jaw would send reimbursement too. So they get double for the price of one…

Currently, in a marine ship, there are two taller than average men. One of them is wearing a red suit and the other is wearing a blue one.
They are the two Marine Admirals, Aokiji and Akainu. They see the three ships flying Jaw's flag and Aokiji jumps towards the water.
But unlike other devil fruit users, water isn't a weakness to him. As soon as he touches the water, it immediately freezes at around two kilometers, making a platform for himself and any soldiers who might land on it.
Akainu jumps down and his fists turn into magma as he points them at the ships.
<Twin Lava Dragons>
Immediately two giant dragons made of lava are created and go towards the ships. But before they can reach them…
BOOOOOOM!
A huge tsunami of water explodes from under the ice and covers the magma dragons in water. Immediately destroying them and turning them into obsidian, losing their velocity too and falling into the ice.
Out of the hole in the ice from where the sudden tsunami came from, a figure comes out of it. Akainu and Aokiji only narrow their eyes at this. Neither saying anything as they recognize the fishman in front of them.
"Well, well, well… if it isn't my two least favorite Admirals. What brings you all this way gentleman, not anything bad I hope." Grinned Jaw, his shark-like teeth shining as his smile turns malicious. "I wish you some good luck dear Admirals… you will need it."
As soon as Jaw finishes saying that a huge explosion rings out.
BOOOOM!
As the marine ships that escorted Akainu and Aokiji here got sunk. Both of the Admirals were nonchalant to this. They both know better than to take their eyes off the man in front of them.
