Catastrophe Candidate?
Fleet Admiral Sengoku, Admiral Kuzan, Admiral Borsalino, Admiral Sakazuki, and a lot more are currently sitting at a big meeting table.
They don't really know why all of them have been called but this is actually a call from the fleet admiral Sengoku himself so they knew the meeting hold great importance.
All The pillars of the marines are currently sitting in one room looking at a certain file about a certain guy.
"Ehem, During the war between the Sword and Shield pirates and Fang pirates.
One of the Shichibukai, Darcule Mihawk intervened and deal massive damage to both sides and resulting in one side being completely wiped out while the other suffers from heavy losses.
The sword and shield pirate manage to escape to east blue somehow and have been in hiding there.
Rear Admiral Adam was dispatched with his wife to handle the Sword and Shield pirate to make sure that they won't wreak havoc and destroy the peace in the east blue.
Using the locate locate fruit power, they manage to pinpoint the sword and shield pirate location and find one of the pirate members, Velor the Misery.
Upon arrival, they saw that Misery was fighting with a wind controller boy and Adam immediately gives the command to record the fight and take the picture of the boy.
After further investigation about the boy, we have found that the boy first appeared in east blue shells town, He was known as kei and he became a bounty hunter there and have a reputation for being merciless to his prey.
After a while, he then leaves on a journey with a merchant ship which is also his first client but a few weeks later he somehow ends up seen fighting with Misery of the Sword and Shield pirates."
" Have we interrogate the merchant ship that he was on? " Tsuru the great staff officer said interrupting the spokesman
" Not yet, but we are currently tracking them and we already know that their final destination is Loguetown so it's just a matter of time "
" I see, good then you may continue"
"Yes, As the boy starts to scream in pain after misery uses his fruit power. Adam was about to jump in but then the boy suddenly transforms into a small green dragon that look a bit snake like"
" Have we search the devil fruit encyclopedia about what fruit he have? " Tsuru said
" Yes we have put hundreds of men to work to search on what fruit it was but unfortunately we can't find the fruit that fit the bill so it's safe to say that this is an unknown devil fruit that was never been found before"

Kizaru and Aokiji don't really pay much attention to this type of meeting and Akainu usually acts the same way but this time is different because it involves a certain someone. Rear Admiral Adam
Adam was actually part of the Sakazuki faction and he was one of the talented people he have. But he didn't heard any sort of report from Adam these days.
Having an extra vice admiral on his faction is a great help for when Sengoku retires from his fleet admiral position after all. so Adam is an important asset for him to have.
"Shut up akainu and let him continue" Sengoku said while giving a glare of anger towards akainu
The spokesman was a bit scared after hearing akainu words and after taking a deep breath. He then continue with the report
" Now now akainu san, I'm just about to go to that part. The thing about the boy mythical zoan form is that he can breathe fire and it contains enough power to turn the left leg of Velor to ashes.
Velor is a haki user and although he is more proficient in observation haki as one of our older report file about him suggest. He is still capable of using armament haki but in the end he was helpless against that boy.
Then we move on to the next part, the boy then launch a different type of attack towards Velor and it was a darkness attack instead of fire or wind this time. This suggests that this Kei boy devil fruit grants him access to the different elements.
Before the attack reach Velor, he was saved by his brother and he sent the boy flying a little bit by reflecting the boy attack back to himself. They then use that opportunity to board their ship.
The boy then chase after them while preparing another one of his darkness attack but the two brothers combine their powers and manage to sent him flying back to the island with serious injury
Adam gives chase while sending someone to check on the boy. It is unknown what happens to them but soon after, a few meteors rain down upon both the marine and the pirates.
Just as Adam was busy defending the ship from the falling meteor. A huge beam of darkness falls from the sky and destroys the ship and kill all the people on board.
we don't know what happens after but then our automatic recording snail somehow survives and climbs up the remnants of the ship.
It then captures a scene of where a different version of the boy's full zoan form appeared flying in the clouds. while Adam falls to the water and drown."
" What!!! Are you saying that Adam is dead now? " Akainu said after slamming his hand to the table while some veins pop out of his head and lava start to burn the table
" Unfortunately yes, Adam is now dead but it was actually a fluke win for the boy. There's no serious injury when the snail recorded Adam last moments so the only reason he died is because he touch the seawater"
Akainu gritted his teeth in anger but he sit back and quiet down after getting some glares from his colleagues.
" It's true that him killing Adam might just be Adam bad luck but him destroying a battleship class marine ship is not. He have enough firepower to destroy our battleship in a single attack so this is a dangerous thing that we need to take note of " Tsuru said
" Tsuru chan is right, and this is why we are having this meeting. Before the snail lost connection, The boy changes into his hybrid form and then launches a huge wind and lighting attack towards the sword and shield pirate.
It's safe to say that he really have the power to control other different elements from this " Sengoku said

The meeting goes on and on debating on what should they do about kei and how much bounty should they put.
Sengoku then suggests a certain number for kei bounty.
Some were mad and some agreed with the number that Sengoku suggest and after voting. the majority agree with Sengoku suggestion.
They actually want to cover up this incident by making the boy bounty really low and hide his abilities because a certain emperor of the sea might come and recruit the boy after it was revealed that he have a dragon type mythical zoan
But they can't make the bounty too low because then it will just make the bounty hunter die meaninglessly.

East Blue, The same day Kei left the island
Kei have been wrecking his brain thinking about what he should do if the worst really happens and a bounty was put on his head.
He starts to regret eating the fruit but at the same time he knew he have no other choice. he arrives in this world in a sand place that have nothing on it. and if he try to swim then he night die to the sea creatures so he was cornered to eat the fruit.
If he was transported to a town and maybe a few years before ace eat his fruit then he will just go to sixis and steal the mera mera from ace.
Of course, it was just his wishful thinking but the recent incident make him worried about his power now. He knew that his size change and he also knew that he turn into the shiny form of Rayquaza.
And although the 2 changes actually enhance his firepower tremendously. It also makes him think like a beast. Thus he was worried that he might not be the same in the future.

Kei is currently taking it easy and sailing aimlessly. he was actually waiting for the news coo to see what have been written about the recent incident.
Yesterday's news didn't state anything about it so he was waiting for today's news.
As he was waiting, a news bird finally came. paying it 100 beli, he then grabs a newspaper and starts to read it.
"NOOOOOO! they even got my picture! How!?" he said with a tone full of frustration.

Power unknown, Birthplace unknown, Crime of Ambushing and killing a rear admiral, the only daughter of the grace family and a whole crew of marines when they were chasing a dangerous pirate group originated from the grand line called sword and shield pirate in east blue. The whole world was shocked after they read the recent news. It was the emergence of the highest first time bounty.
Be it The yonko or the Shichibukai. all of them show some interest. Most of the people could already tell that killing the Grace family only daughter was just a front because 150 million beli is just too high for something like that.
The ordinary people on the other hand were wondering on how that young looking boy in the bounty poster could achieve such a feat while some bounty hunter is eyeing his high bounty.
