RA 4: Anti-Poverty Act of 2024

Section 1. Title

This Act shall be known as the "Anti-Poverty Act."

Section 2. Declaration of Policy

Recognizing the dire circumstances caused by the lack of basic needs such as food, shelter, education, and health, the government shall provide necessary support through subsidies, benefits, and other assistance programs.

Section 3. Establishment of the Anti-Poverty Council (APC)

An Anti-Poverty Council (APC) is hereby established to oversee and implement anti-poverty measures, comprising representatives from relevant government agencies and social sectors.

Section 4. Registration of Poor Citizens

All citizens identified as poor shall be registered under the APC to assess their needs and facilitate appropriate assistance programs.

Section 5. Education and Training Programs

Free education and training programs shall be implemented to equip citizens with necessary skills for gainful employment.

Section 6. Equal Employment Opportunity

Every citizen shall have equal access to employment opportunities, and discrimination in hiring practices is strictly prohibited.

Section 7. Access to Health Services

All citizens, particularly the poor, shall receive free health services, with the government ensuring comprehensive medical coverage.

Section 8. Food Security

The government shall provide adequate food and nutrition support to impoverished families to ensure their well-being.

Section 9. Housing Provision

Every family shall have access to decent housing. The government will construct affordable housing units for all in need.

Section 10. Support for Farmers

Support programs shall be extended to farmers and agricultural workers to enhance productivity and income.

Section 11. Strengthening Social Welfare Programs

Social welfare programs shall be reinforced to guarantee assistance reaches those in need.

Section 12. Price Controls

Price controls on essential goods shall be enforced to maintain affordability for all citizens.

Section 13. Support for Local Economy

The government shall bolster small businesses and cooperatives to stimulate the local economy.

Section 14. Protection of Workers' Rights

Laws safeguarding workers' rights, including fair wages and benefits, shall be strictly enforced.

Section 15. Expansion of Public Services

Public services shall be expanded and enhanced to meet the demands of the populace.

Section 16. Community Service

Every citizen shall contribute to community service as part of their civic responsibility.

Section 17. Penalties for Violations

Violators of this Act shall face severe penalties, including imprisonment and fines not less than $100,000.

Section 18. Implementation and Administration

The Anti-Poverty Council shall lead in implementing and administering this Act, with all government agencies cooperating for effective program execution.

Section 19. Effectivity

This Act shall take effect immediately upon approval.
