The modernization of the army will be carried out in stages, we will create a military rank system where promotions will only be granted based on years of service or military achievements. The ranks will include soldiers, sergeants, lieutenants, captains, majors, colonels, and up to the rank of general

We will also implement a conscription system of two years, where young individuals can volunteer to serve as reserve soldiers, I have introduced a policy where young volunteers in the army have preference in employment at factories, and are more likely to be promoted in their positions, these young individuals are also prioritized in obtaining land through the agrarian reform system, known as the Mir.

Of course, the implementation would not occur instantly; it was a gradual and slow process, just like the retirement of the older generals. First, they would pass on all their knowledge and tactics to the new generals who would assume their positions, and only then would they enter the reserve process.

The military training was also completely altered, focusing on the new military doctrine that I had been perfecting over the years with my combat instructor, Vladimir the Cossack. The new doctrine emphasized loyalty to the royal family and nationalism.

The older generals who were in line for retirement would form the new section of the government, known as the General Staff, where they would act as war advisors. The organization of the army was also reformed, dividing it into small units that would form a cohesive whole, improving the chain of command, communication, and execution of military orders.

It would be divided into teams of 10 men's, with 5 teams forming a platoon, 5 platoons forming a company, and 5 companies forming a battalion, which would be commanded by a major, totaling 1,250 men's. A colonel would command a detachment composed of 5 battalions, while a one-star general would command a brigade consisting of 5 detachments. A division, commanded by a two-star general, would be composed of 5 detachments, totaling 31,250 men's.

Three-star generals command an army composed of 5 divisions, totaling a force of 156,250 men's. The four-star generals, on the other hand, hold administrative positions overseeing military regions.

There are a total of 7 military regions: the Western region, which includes the Kingdom of Poland, Belarus, Ukraine, and Bessarabia; the Northern region, encompassing the province of Kaliningrad, Lithuania, Latvia, Estonia, the Grand Duchy of Finland, and the regions of Leningrad and Novgorod; the Central region, covering the area from Moscow to the beginning of Volgograd.

The Southern region, spanning the entire Caucasus and the Volga region; the five a Ural region, serving as a frontier region; the Siberian region, representing the sixth region; and the seventh region, the Eastern region stretching to the Pacific coast. The last three regions have a smaller contingent due to their inhospitable conditions and limited connectivity with the rest of the empire.

In the city of Tula, the Royal Military Academy of Tula will be established, responsible for training the new officers of the army. Conscripted soldiers will form the basis for the selection of active-duty soldiers and serve as a filtration process to identify those who demonstrate exceptional skills and potential to be sent to the academy as future officers, this system, combined with the continental organizational structure, will aid in talent filtration and the indoctrination of future officers.

It will be mandatory for recruits to serve for two years before entering the military academy to study and train to become officers. Each military organization spread throughout the territory will have the opportunity to nominate candidates for the examination.

From this pool of conscripts, individuals will also be selected to join the future police force, although this reform will initially incur significant costs, the expenses will decrease over the years, and the results will justify the investments made.
