Hiro: I know we can't, but first reschedule the Ninja schools opening to next week and listen to my plan. We know most, if not all, students have shinobi backgrounds so we learn the basic three in the first grade while allowing students to move up a grade and not move from early graduation til the third year. Not only that, from the second year on, you get the kids to pick which department they want to become in the future to get used to their profession, then make the D and E rank missions for students only. Not only this, but the test to go into second form will be on the 3 basic jutsu. With this, we can have students who will fail who won't waste the resources of the village, and wait till the 6th year, now we will have civilians who will have kids with higher potential to become future ninjas.

Takeshi: Yeah, that's smart and itll save the big departments lots of time leaving basic task to students This would also raise the efficiency of the ninja along the higher base strength on the average ninja

Ashina: You're still missing the main part. We can have a new Shinobi faster, and we can make the 5th year the unofficial final year while still having countless early graduates.

Hiro: But my second topic is that we invite other clans to the village. We could hopefully get a clan with a dojutsu; having our own version of the Uchiha would be sweet. 

Ayame: Who knows? We could recruit several mercenary families too but we'd have to do it in secret If anyother village heard of us gathering power, even konoha would get on edge
