2 Chaos
"What were you two thinking again!", asked a very grumpy old man with a triangular hat.
The headwear was almost completely red with only one corner being white. That corner was pointing forward and a single word was embroidered in red thread in that space. The word itself meant fire and symbolized the allegiance to the fire nation that this village belonged to.
This was exactly the Kage of the Fire Nation or Hokage for short. The de facto leader of Konohagakure.
"We were just having fun, gramps.", answered Naruto to him.
An angry vein appeared on Hiruzen´s forehead that could be clearly seen. He was losing his patience with them. They really are getting out of hand lately.
"You call that having fun? You are destroying the property of other people. Do you understand that? And I am going to punish you for doing that. Especially for what you did to my mantle. How did you even manage to get a hold of it?"
"Nobody got hurt, right? So what is wring with pranks?", answered Kaito with a laid back attitude. He had his hands behind his head and was looking through the windows to appreciate the view this office had over the village. All the while he didn't really bother answering the questions.
Hiruzen focused his gaze at the red-head for a while and sighed after remembering something. He could see the rebellious image of his mother in him.
"Just how can you treat people with such disrespect?", he asked solemnly.
At those words, Kaito immediately frowned and looked at his brother´s expression. He saw him getting somewhat of a saddened and worried look by the third's words.
He knew why he had that expression and it pissed Kaito off. He even started to gnash his teeth.
It had to be said this was actually the first time he felt so angry.
The fact that they were confronted with their deads in this manner. As if they were in the wrong. Maybe they were but that was beside the point. They were kids.
"Oh really!? Then why are people mistreating us like we are some kind of monster!? Can you tell me that? Why are they whispering behind our backs? And why are the other children beating us up all the time?" Kaito was now shouting pretty clearly. Both Hiruzen and Naruto became somewhat surprised.
"Brother..." Naruto tried to calm him down.
"No, Naruto. It is about time we talked about this. I am fed up with it. Gramps, do you even know about how they treat us at the orphanage? If you would, you would not have the guts to tell us how we have to behave towards them."
"What are you talking about?", asked Hiruzen in a more serious tone now. He wasn't expecting such a speech from a 4-year-old.
"Hmpf, why don't you figure it out yourself? You are the Hokage, right? Just give us our punishment later. We are going back now."
Not even waiting for a response he grabbed Naruto's hand and started to drag him. "Let´s go, Naruto" With that he walked out with him.
Hiruzen only stared at the little backs of them and contemplated about Kaito's words.
"Anbu."
With that word, a shinobi equipped with a protective grey west and a mask concealing the majority of the face appeared in the office.
"What happened?"
The called Anbu nodded to the third and started explaining.
"By the looks, it seems that the S-Classified information about the twins was leaked to the public. They are being malnourished and mistreated at the orphanage as well as ostracized by the public."
"What!? Why did no one inform me sooner of that!?" He shouted in agitation. Hearing about something so important only now was a clear failure of the Anbu.
"We were only to monitor them. Was that not the mission?"
"Your mission is to protect them and of course inform me immediately when something happens that concerns them! Especially something like that! Alright, it looks like I need to straighten up my instructions."
Then Hiruzen took a smoke from his pipe to calm his mind and heart. He started to contemplate.
No wonder these two started to behave mischievious. Someone of the people at that time of gathering when he revealed what the twins were actually leaked such important information that he classified as S-Rank.
Someone really was undermining his authority. And ignored the death sentence that would follow for leaking that information.
He would not let that slide. It was time he acted. Good thing the kids told him this early on.
"Inform the other major clans. I am about to put something into place..."

Outside the two twins were already back at the orphanage. Naruto looked at Kaito and saw him still being angry.
Swinging around on the swing chair he thought about something.
"Why did you shout at gramps like that?", he asked now.
Kaito looked at him and pouted a little. "It's about time that geezer is realizing how the people treat us here. If he doesn't help us after me telling him. Then I will never forgive him."
"But he is the only one being nice to us. Should we really treat him like that?"
Kaito chuckled now. "And pranking him is better?", he asked afterward. "Let's try being direct for once."
"Yeah." Naruto his mood became gloomier as well. "But why are people like that only towards us?"
"I don't know...But at least we got us, right?" Kaito put up a great grin toward his brother.
Naruto glanced at him and started to smile again. "Yeah. And when we become shinobi we will show everyone what we can do!"
"That's the spirit!" Then Kaito sighed and looked at the orphanage. "Time to go back..."
"I don't want to..." Naruto frowned.
"I know...me neither.", dittoed Kaito.

"Someone leaked that information? That endangers them. And if the enemy gets hold of this, then even the village may be in danger.", stated a man with black hair tied together in a ponytail. It was Shikaku Nara.
"What a bothersome outcome. I already heard rumors but didn't think they would be that advanced already.", sighed a blond man with about the same hairstyle. It was another member of the older Ino-Shika-Cho team, Inoichi Yamanaka.
"That is why I want to start this program. With it, we would put them into a better environment and monitor them easier. The less influence the general public has, the better.", told Hiruzen them once m8re about gis plans.
"Giving them a new home where they live mostly alone? And give them monthly income? Isn't that favoritism? Why not just let me handle those two. My root can handle them and keep them safe.", interrupted an older man with black hair. It was Danzo.
But Hiruzen immediately denied that proposal. "No, I promised The Fourth not to and I will stay by that decision. Do you understand, Danzo?"
"..."
"If no one is against it I will execute the program."
"The Uchiha don't seem to bother to come to meetings nowadays, are they?", asked a man with long dark brown hair and white eyes that had a tinge of purple in them.
"True, they don't seem to care about this meeting. But then again they also only get one vote. That means it will still be done if you are alright with it."
And after a round of voting, the plan of Hiruzen was accepted. Most of the people attending this gathering knew what he was up to with this action.
Only a few obvious people were against it.

"I really should keep an eye on Danzo...Kakashi."
A white-haired Anbu appeared.
"Investigate root. Don't let yourself get caught. And please bring me Itachi Uchiha. I need to talk to him."
The web of lies and deception started to build slowly but surely. And like in every chaos it will be a ladder for some and the downfall to others.
Things that the twins didn't really bother about at the moment. Soon the first snow would start to fall again.
