Village Shit

Akashi was sitting in his office doing paperwork for the upcoming village, there was still a lot of work to be done. The paperwork he was doing now was the most important, it was the basics of how the village would be built and operated in the future.

Other than paperwork he sent clones out to practice sage mode and medical ninjutsu but whatever, let's just get to the point.

Buildings- for the buildings in this world he knew exactly how he wanted to make it. He loved the buildings in Konoha but they were very ineffective for two main reasons, 1 is that they are far too spread out so if there was ever a huge increase in population they would have no way to deal with it. The 2nd reason is that they are made up of entirely wood, and in a world where weak ninjas can spit out fireballs, that's not a great idea.

And Akashi didn't want to have these simple problems bring down his village. So for his village, he would make his buildings out of brick, like in his old world which in this world could save somebody's life. He would also revolutionize the world with duplexes, kind of. He would have multiple houses stack on top of each other and beside each other kind of like a hotel. Yeah, it wasn't the best looking but it was the most effective so that's what he would use.

clans - the next big thing was how to deal with the major clans, we already know the Batista and the Kaneko clans but the other two not so much. The Yamabiko clan is a clan made up of entirely blind people, yes blind, but around 90% of them are born with the clan's kekkei Genkai at birth, the sound release. At first, it was weak and couldn't be used offensively but the later on in their lives it would become much stronger. Akashi wouldn't be surprised if Dosu was from this clan and Orochimaru just fixed his eyes or something.

The Yumiru clan, they were the weakest of all the clans but that didn't stop them, they loved to fight. I assume the only reason they agreed to this was that all the other 4 did and they knew they had no chance. Their leader Eao Yumiru is what I would call a true genius, he mastered their Kekkei Tota the Glaze release which combined wind, water, and Yin or Yang chakra.

The way he planned to deal with the clans was quite simple, he couldn't exclude them or they would do something like the Uchiha did. And losing a major clan would not only hurt military power but in reputation as well. But he also couldn't put them too close or they wouldn't feel special anymore, so he had to keep them close enough but not to close which was not hard to do.

Jinchuriki- probably the biggest problem would be the jinchuriki although he only had one-tailed beast at the moment he was planning to get another from Hashirama in the future. The jinchuriki in this village would be easier than in Konoha only because the 2 tails didn't destroy this village unlike in Konoha. But most likely they would still be creeped out, so he had to treat them with care, putting a military weapon into somebody and treating them like shit was not a good idea much less putting it in a child.

If he did treat them like Konoha treated Naruto he would most likely pay for it. The reason is that not everybody is like Naruto, not everyone can just endure being treated like shit their entire lives, and Akashi knew his power and knew it would be very difficult to fight 2 tailed beasts at once, much less saving a village from the attack. He didn't understand why nobody told naruto he was a jinchuriki so he wouldn't do the same and he would tell them early on in their lives.

Ranks- not so much a problem but more of a thing that just needed to be done was Ranks. Although he respected the 2nd Hokage and what he did there were too many flaws, for example, there is no reason that the stupid four-eyes that taught Konohamaru and the one and only Kakashi sensei should be the same rank, it was just dumb.

So he planned to have the same ranks like Genin, Chunin, Jounin, and Kage. but there would be differences, for example, he would add stars to the rank so maybe, Konohamaru's teacher would be a 1star Jounin and Kakashi and Guy would be 5star jounin and a 5star could fight a 1star of the next rank. For example, although Tsunade is a kage she would be ranked at a 1star, and Kakashi at a 5star jounin would have the ability to fight Tsunade.

And of course, you didn't need to be a kage to be at kage rank, an example of this would be Madara Uchiha who would easily be a 5star Kage.

School- Another thing he thought had flaws was the Academy. They only had one of them so people like Minato or Itachi would be stuck there learning nothing which was stupid. So he planned to make 4 different academies depending on what you needed.

1st- The normal academy, this would be the normal academy for people who wanted to become average ninjas and average people who most of the time wouldn't accomplish anything.

2nd- The stronger academy, (I don't have a name pls leave one in the comments) this was for people with amazing talent like Itachi or Minato and Kakashi. These people who go on to be some of the strongest ninjas. The skill you need to graduate from the normal academy is what you would need just to get into this academy. It was the best of the best, of course, there would be an entrance exam.

3rd- the Kenjutsu academy, this was for the kids with very low chakra reserves, but still wanted to help the village, we would have very excellent teachers getting harder and harder every year, you must take 4 years at this school, but if you have the talent you could take the 5th year with Kenshu the 8th elder who was a master at Kenjutsu if you passed his class you would have a great life in the art of swordsmanship.

4th- the Police Academy, this was for the people without the balls to become a ninja. In this school, you are taught how to fight but mostly just law so you could arrest people who most of the time didn't do anything wrong.

Kage- There would probably not be another Yamikage but just in case, whenever he died there would be an election to decide who the next Kage would be.

Government- in this government there would be 11 elders including the Kage who would speak about laws and such, every four years the citizens could elect people in and kick people out =, but ninjas, police force, and such could not vote because there was a good chance they would be bought out, sounds like something Danzo would so.

"Well that is the village laws and stuff right now might have to change some stuff later but we will deal with that later"
