Ch 13 : Kumo's spy

Usually, in the greenland, there are hardly any people coming. The Third Kazekage was afraid that if he were to let this place be open to the public, the environment would be destroyed by the public curiosity.

Therefore other than a few allowed officials and Chisaki, this place was off-limits to normal Sunagakure people.
