The land of iron was a snowy country up in the north. Unlike the rest of the world, where the military strength comprised shinobi, the Land of Iron's military was made up of samurais.

The land has an abundance of metal that was similar to the chakra receivers made by the Rinnegan. It was harvested by the people there and used to make armor and swords for the samurai.

It was also used as the neutral ground for the Kages to speak about the danger of the Akatsuki. Though in history this was the second time the Kage came to one place and the last time was when the villages were formed, with Hashirama being the Hokage.

After that followed 3 Shinobi wars all happening for various reasons, making peace offers too dangerous to consider in fear one might betray for another. That was a problem for Shinobi. They were always paranoid, but how else would one survive?

The first one to arrive in the Land of Iron was a small old man flying in the air. This was the 3 Tsuchikage, Onoki. The guards that were accomplishing him were Akatsuchi and his granddaughter, Kurotsuchi.

Next came the youngest Kage of all of them. He had red hair and black eyelids. It was the Godaime Kazekage, Gaara. His guards were his siblings, Temari and Kankuro.

Next came a man whose muscles could be seen even under his cloak. With dark brown skin, short upwards hair, and a face that said: Don't fuck with me or else.

This was the Yondaime Raikage, A. His guards were a young blonde woman and a man darker man with a sword.

The next and last group were arriving together.

They were the Hokage and Mizukage, Tsunade Senju and Mei Terumi. Their bodyguards were a masked Naruto and Jiraiya while Mei had Zabuza and Ao with her.

The leader of the land of Iron was a man named Mifune. He was an old samurai who fought and lived fighting Hanzo the Salamander. A feat not many could do.

All five Kage sat down in their seats facing each other. Onoki was the first one to break the silence by musing about Gaara's age.

"The Akatsuki have stolen Shukaku's chakra but unlike the Jinchūriki of Stone, I still have mine, although very weakened," Gaara replied in a casual tone to not engage the old man in useless banter.

"And thank's to what condition?" asked Onoki with a frown.

"I was saved by our allies the leaf, but one rogue shinobi who has no affinity to any village infiltrated the Akatsuki and saved me. His name is Yamamoto," answered Gaara and the Raikage was the first to react.

"This Yamamoto did the same to one of our Jinchūriki, but he was also the one who entered Kumo to kill B. When I get my hands on him, I will kill him."

"We have other things to discuss than talking about this Yamamoto," Tsunade spoke up, trying to change the subject away.

Only she and Mei knew who Yamamoto was, but they had to focus on the Akatsuki first. Slitting up would make them unorganized and vulnerable.

"The Hokage is right. We came here to discuss the Akatsuki who have to be stopped," said Mifune, "That's why I propose for the Kages to unite until the Akatsuki are stopped.

"An allied shinobi force?" asked Gaara.

"Hn, a good idea," commented Onoki.

"But who would lead them?"

This was the most important question and was asked by none other than Tsunade. She realized why Onoki the old fart agreed so easily. Leading a massive group of shinobi would give not only prestige but also recognition.

"Obviously it should be me," the Raikage said straightforwardly while standing up.

He didn't care about little schemes from Onoki. Only power mattered, and he had it. If not, then he wouldn't be the Raikage.

"My village is the only one that hasn't any connections with the Akatsuki. The Mist is said to be the origin of Akatsuki. Although Orochimaru wasn't a member at that moment, your father asked him to attack Konoha and Konoha had Itachi Uchiha," the Raikage looked at Gaara before turning his head to Onoki, "While Stone has used the Akatsuki for their own benefits."

"Because your growing military force was forcing us. Why build an army in an era of peace? It's as if you want a war?"

Anger rose up in Onoki. He wasn't happy to be bullied by the Raikage and if he wanted a fight, he would get a taste of his Particle Style.

"You dare!?" shouted A, slamming his fist into the wooden desk.

Immediately the guards surrounded their Kage. The masked woman of Kumo narrowed her eyes as they roamed over the masked blond shinobi of the Hokage.

She wasn't the only one who felt a familiar feeling, as Naruto was also curious about her.

'What you feel is another Jinchūriki, brat. If I remember correctly, then this Kumo village was in the mountains. Without a doubt, it must be that horny cat. Tsk,' said the Kyuubi inside Naruto's mine.

"What is wrong, Nii?" asked A when he saw her shifting.

"Konoha's Jinchūriki is here."

"What?!" screamed A as his head snapped towards Naruto since he knew Jiraiya and Tsunade.

"She is one too!"

Seeing that his cover was blown and so easily, he had no idea what to do, so he improvised and explained before Jiraiya put him behind him.

"Be quiet Naruto and don't talk. We don't want a fight to break out," whispered Jiraiya.

"You shouldn't be raising your voice when one of yours is here as well," calmly Tsunade spoke up as his eyes met A's and one could firmly feel the pressure rise.

Both weren't averting their eyes. Neither wanted to give in or else they would lose face.

"We came here to discuss an alliance against the Akatsuki. Stop this foolishness, Raikage," Mifune ordered.

A gave Tsunade one last glare before sitting down.

Just before anyone could speak up, Zetsu came out of the ground.

"Heeeeellooooo. I am sorry if I am interrupting an important meeting, but the enemy has to have a word in this too, right?"

All guards appeared again and were ready for battle.

'Wasn't he the one with Madara?' thought Naruto.

"You are one of the Akatsuki, Zetsu. Am I right?" asked Tsunade.

"People know me? I am flattered, but let's start the introduction with this," Zetsu began to laugh before a few move clones appeared and other zetsu spores appeared on each individual sapping chakra from them.

While everyone was using their special skills to destroy the pest, a certain man who called himself Madara Uchiha appeared and sat down a bit higher than the rest.

A simple show to symbolize his superiority over the rest.

Naruto and Yugito were the first to look up to see Madara sitting there with his legs crossed and patiently waiting for everyone to see him.

"Well, well, well. It seems I came to the right place. Everyone I want to have is here."

"Who the hell are you?!" A spoke.

"Now that I have your attention, I might as well introduce myself. My name is Madara Uchiha, and I have come here to tell you something."

"And what do you want?" asked Tsunade as she looked at the person who fought against her grandfather.

A wasn't a man of brief words and just attacked the masked man with incredible speed that almost rivaled that of the Yondaime Hokage.

Albeit, his attack just went through the man making A crash into the wall.

Ignoring the rampaging Raikage, Madara looked down at the remaining people.

"I want you to listen to me and my plan, Project Tsuki no Me."

From here on, Madara explained his plan to gather all the bijuus and form the Ten-Tails. With him, he could achieve the ultimate Genjutsu, the Infinite Tsukuyomi.

With the power of the Juubi, he would project his Sharingan onto the moon and capture every single human. They all would be united under his rule. No more war. Eternal peace.

While everyone was telling how ridiculous this idea sounded, Tsunade was contemplating and thinking about Ishizu. Was he also trying to make an infinite Tsukuyomi to have a wife?

'No,' Tsunade shook her head at this idea.

Ishizu didn't need something so stupid to achieve his goal or else he could just catch himself in a Genjutsu.

His goal was something else.

"I heard it was Yamamoto who disrupted your plans, Madara. A man who can use the Wood-Style like my grandfather. He helped or tried to help to bring the Sixth- and Seven-Tails to Konoha and save them from your capture," Tsunade said with a smirk, trying to provoke the man, but she couldn't see underneath the mask.

"I will deal with Yamamoto myself. Will you hand over the Jinchūriki from Six to Nine-Tails or face the consequences?" Madara asked.

"We refuse," answers Gaara. "Your plan won't bring peace."

"Yes," spoke the Mizukage, "It is just an illusion with no hopes and dreams.

"Wait! Where is my brother? We got confirmation that Kisame Hoshigake came for my brother, B," A demanded to know.

Madara was surprised as well to hear about Kisame fighting the Eight-tails. He had lost contact with the Kiri missing-nin.

"Then he escaped," commented Madara, and Yugito narrowed her eyes as she realized something.

'He doesn't know about the fight. That means that Yamamoto somehow took Kisame away, and they battled. When I woke up after the fight, my injuries were healed, but B was gone. I thought he was captured, but I bet that fool just left after realizing I was fine. Damm him.'

"So you refuse to surrender? A bummer. Then there is nothing to do than this. I hereby declare the 4th Shinobi War! Prepare yourselves."

With those words, Madara left the meeting through the portal his eye created.

The war has been declared, and only one would be the winner.

The question was who?
