2 Meetings

A few days had passed and Jiraiya was doing paperwork for the upcoming chunin exams, the chunin exams this year were held in the Sand village. After their peace treaty and Gaara becoming the Kazekage, the Sand and Leaf had gotten along quite well, this would be the first year the exams were held in the Sand. Jiraiya was writing a letter to the Sand when Ibiki barged in, "Hokage, it's big news!" Jiraiya looked up quickly, "What is it?" "We have just completed the information extraction, the leader of the Akatsuki, he has the Rinnegan!" Jiraiya instantly stood up from his desk, "Ibiki I will call the elders for a meeting, call Shikaku Nara to the meeting immediately!"

The elders, Ibiki, and Shikaku all acted fast and were soon in the meeting area, "Ibiki, tell them everything." "After extracting all of the information, we have discovered that the leader of the Akatsuki, who is known as Pain, has the Rinnegan." Danzo's eyes went wide, he thought those eyes were just a myth! "Do we know what they look like?" asked Jiraiya, he couldn't help but think it had to be Nagato, but why? "Yes, he has Orange hair and piercings all over his face and possibly body."

"Yahiko? But he doesn't have the Rinnegan, only Nagato did." the elders nodded, "Yes from what we and Tsunade know about your travels it is impossible to think of Yahiko having the Rinnegan, did he take them from Nagato perhaps?" "No, he would never do that, it's not like him at all."

Shikaku was thinking, "It's impossible to know what is exactly happening, especially with our almost non-existent knowledge of the Rinnegan. But I wonder if it is possible to control someone else with it, like an ultimate genjutsu, and maybe this Nagato kid put Yahiko in a genjutsu and that genjutsu reflects his eyes."

Jiraiya shook his head, "Then how would he become the leader, he would still need the power." Shikaku nodded and it didn't make sense, "Maybe this ultimate genjutsu can give the users power within a certain distance?" this time Danzo spoke, "if that was the case then why would he not just become the leader himself? Why use genjutsu?"

"There are two possibilities. One, he does not want people to know his identity. Or two, he can't, there might be something restricting him from being able to fight with his real body. Maybe the chakra it draws from him is too much and he has to use a vessel." Jiraiya shook his head, "Nagato has insane chakra reserves, using another person would probably break them." "What are the Rinnegan's abilities" Jiraiya didn't know, "I know there are many of them but I don't know exactly what they are."

Shikaku nodded meaning he had thought of something, "Maybe he has multiple vessels. If someone else using the Rinnegan would break them, maybe he has multiple people each with one ability. Then he could split his chakra up into multiple people and control them."

One of the elders then spoke, "So what we have now is this. Nagato put many people under his control with a genjutsu so he could divide up his chakra, this would give each vessel a specific ability. He then controls these people from the shadows because he cannot do it himself for whatever reason."

Jiraiya nodded it was a good start with the knowledge we have, "Well we can't know for sure, but what we do know is this, the power of the Akatsuki just got even more frightening." everyone couldn't help but agree.

In a dark cave, there were multiple people standing around, they were all wearing black robes with red clouds on them. "Everyone, a new member is joining the group." all the remaining Akatsuki members looked at him. "His name is Tobi, he will be with Zetsu." "Hello everyone, I hope all my senpai will treat me well!" "Orange mask, if you're now a part of the Akatsuki, I have to test your strength, it's a rule." "Ah! Kisame senpai, I could never fight you!"

Pain was getting annoyed, "Kisame stop now. With Sasori being dead nobody is looking out for Orochimaru, Zetsu has found his hideout. I will go and kill him, his information on us is too important." the rest of the Akatsuki members nodded, "Zetsu, Tobi, you will have to get a jinchuriki, think of it as an inauguration." "Who will we be going after?"

"Because I will be going after Orochimaru, you will go after Ukataka in my place, he is the six-tails jinchuriki." "Wow if Pain senpai was going to go after him he must be strong!" shouted Tobi acting scared. Kisame started laughing, "Hey, this guy might brighten this group up a bit. It was getting a little depressing with all the, ya know death and stuff going on."

Tobi jumped back, "Death?! Nobody told me I could die here!" Itachi ignored him, he was more focused on Sasuke, he would have to seek him out soon. "Leader, can you use your ability and send one of my clones to Konoha? It seems my brother will attack soon and leading him away from the hideout would be the best." Pain nodded and left, the rest of them also left soon after that. The Shinobi world and the Akatsuki were getting closer and closer together as time went on, and soon all of the jinchuriki would be captured.
