Red Herring! part -1

{3 Days Later, Kumogakure}

A was the current Raikage of Kumo. His real name didn't matter, since the moment he had taken over the burden of the Raikage from A(Second Raikage). 

He was sitting in his office reading another piece of paper about the supply requests needed during the war. This war didn't come unexpectedly, there is only a limited quantity of missions available in the Elemental Nations.

Now, each village is sponsored by the Daimyo of their Land so almost every village has enough resources to develop steadily. The problem is that after a 2-decade long peace, the merchants are beginning to trust the minor shinobi villages with their missions. 

With a lot of these missions, the development of villages like the Land of Sky and the Land of Waterfall has increased which led to a situation where the shinobi of the village are hidden in the sky and are reaching deep into Kumo and Kiri to complete more missions.

If you add that with the pressure that Konoha exerts just by existing, then the tension across the borders arises which leads to the current situation.

Konoha has the biggest clients and the most fertile lands, so it generates the most resources. In the minds of the elemental nations Konoha is the strongest and to be honest even A can't refute the fact. The rate at which Konoha produces S-Rank shinobi was too much for other countries to keep up.

'And now Hiruzen's 3 students have the potential to become Kage level as well.' A thought as he stamped 'agreed' on the document. He resumed his work as even the small break he took was filled with tension.

Kumo had a strong training tradition so they had quite a lot of Jonins and strong chunin, but without Kage-level shinobi leading them in battle, it was all useless.

~Bam~

He stamped 'agreed' on another proposal when the door to his office opened.

Mizuki Kazumi has been the assistant of A-sama for a few years now, she was used to his temper and facial expression so she could see he was quite annoyed by the way his eyebrows rose in annoyance.

"A special scroll came in through the messenger, it is labeled for your eyes only and it has the appropriate seal markings," Mizuki knew she had to keep the information concise so she tried to contain all the information in just two sentences.

She then walked up to him and placed a lone scroll on the table. A looked at the scroll and nodded to Mizuki, he stared at her retreating back for a second longer before he looked down and focused on the scroll in front of him.

Each scroll that any spy sends should have a special seal pattern attached to it, he wasn't proficient in sealing so the seal master must have checked the scroll before it was sent up the command chain. 

'''...I have found out the Identity of the new Kyuubi Jinchuriki, it is now sealed inside Kushina Uzumaki, genin.'''

The scroll was small and discreet and so was the information that it contained. But the information did stop A from doing his monotonous routine. He put the files aside as he reread the scroll again, but there was nothing else in there.

'This is a bit weird, normally Tsubasa, sends back more information. Is he being cornered or something, I should pull him out.'

A's thoughts wandered for a bit before he focused once again on the information contained in the message. He pressed a seal on his table and after a few moments, Mizuki came back into the room.

"Call an emergency meeting, also invite Toshiaki-sama to the meeting." A ordered. 

'I remember Toshiaki-sama was present at the First GoKage summit maybe he would know more about this situation...'

{45 Minutes Later}

Toshiaki arrived at the meeting room staring at everything in nostalgia, it's been almost 7 years since he gave up the position of Raikage and allowed little A to take over the reins of the village. 

Toshiaki was a little adverse to the idea of war that was thrown around, he had seen the carnage that the last war had brought onto the land and even though his peace attempts were destroyed by the Gold and Silver Brothers.

But he had survived due to his tenacious body, alas the battle left him with irreversible injuries and he had to give up his position as the Raikage.

The heated discussion stopped as Toshiaki walked into the room, everyone stood up as he walked into a free chair slowly and sat down. 

"Everyone's a bit lively today," Toshiaki spoke as he nodded at everyone.

After everyone sat down A spoke, "Now that Toshiaki-sama is here he should be able to tell us more about the power a Kyuubi's Jinchuriki could wield, then we can discuss the feasibility of this mission." 

'The Kyuubi Jinchuriki?' Toshiaki was puzzled, A upon seeing his growing expression passed a scroll over to him. He read through the whole message and his frown eased.

'So Mito-sama died,' Toshiaki thought, he looked down at the scroll with a little nostalgia as he nodded to A.

"I haven't personally seen the power of the Kyuubi, but I have fought against 2 who had similar characteristics. Ginkaku and Kinkak-" Toshiaki wasn't even able to finish his words as the atmosphere in the room darkened.

He laughed loudly as he thumped his leg, "You don't all need to make that face, I had a long tenure as the Second Raikage, and I preserved in my thoughts until the end." Toshiaki spoke as he rubbed his injured leg.

His expression turned serious as the joyful old man was replaced by an ex-Raikage, "Just the two brothers because of the enhanced chakra reserves and regenerative capabilities were a mess to deal with. Even though Mito-sama never participated in the First Shinobi World War, it was the threat of the Kyuubi Jinchurki that stopped Shodai-sama from deploying our Jinchuriki in battle."

The atmosphere in the room stifled a little but Toshiaki knew he would never feel the oppression that he felt when he stood behind Shodai-sama during the first Go Kage summit.
