They had traveled from Japan all the way to Europe and entered some concealed ruin where the fallen angels and some humans co-existed.
"The number of sacred gear possessors is truly astounding," Arakan said as his eyes scouted all the people present.
"Azazel!"
"and...Michale!?" A very confused Shemhazai asked as he approached the three.
"You must be Azazel's right-hand man?" Arakan questioned as he stepped forward.
"and you are?" Shemhazai asked rather confused about the situation at hand.
"There is no need for such formalities we are on a tight schedule, bring every important figure of Grigory we are having a meeting at Azazel's house" Arakan ordered.
Shemhazai gave Azazel a glance who merely nodded in response.
"I see in that case I will arrange the meeting please wit at the destination" Shemhazai responded with a slight now as he spread his wings and took flight.
"Now then things are looking mighty good do you mind removing my binds," Azazel asked in frustration as Arakan was using one of his beasts to lock his palms together.
"not until the announcement is out to your most influential men...someone as cunning as you will find a way to escape" Arakan stated as Azazel lead them to his house.
"Why don't Michale gets to wear them as well," Azazel asked as he held up his hands as if to show off the binds to Arakan.
"Angels don't lie...were you created stupid or did you fall on earth head first?" Arakan asked.
"Father created us all equally" Michale responded with his right hand on his chest.
"So it must be the fall"
"Whose side you are on!?" Azazel yelled somewhat frustrated as to how Mihale and Arakan treated him.
The three of them entered Azazel's house which was a modest one for someone with Governer General title.
The three then entered an office as Arakan sat on Azazel's seat while Azazel and Michale stood behind him. Slowly the room started to fill up with confused fallen angels and a man.
The first to enter was of course Azazel's right-hand man Shemhazai. Shemhazai had the appearance of a handsome man in his twenties, with silver-white hair and purple eyes.
His outfit consists of a purple beret hat, a purple trench coat over a black vest, white pants, and black boots.
After him entered one of Azazel's close friends Baraqiel. Baraqiel had the appearance of a middle-aged, gruff-looking man with black hair, a matching beard, and a muscular body.
Beside him was Penemue the Chief Secretary of the Grigory. She had strong-looking eyes with long purple hair and large breasts.
And at last, entered the Head of Business Department, Tamiel. He had long blonde hair and was wearing a robe with many ornaments and a circlet.
"now that everyone is present take a seat. We are now going to discuss things that will change the entire three Biblical Factions" Azazel said as everyone looked at him with a serious expression.
"I, Michale, Sirzechs, and Serafall all have lost," Azazel said shocking everyone present in the room.
"As the representative, we have failed and now the man in front of you will spare the rest of the detail," Azazel said and then promptly closed his eyes.
"What!? Azazel explain it better!?" Baraqiel demanded completely flabbergasted at the situation along with the other leaders of Grigory.
"As Azazel said I will be the one taking over"
"So sit down and be patient" Arakan stated as he glared at Baraqiel.
"Who the hell are you, kid!" Baraqiel roared.
"Down!!" Arakan roared loudly as a strong gravitational made the leaders of the Grigory glue to their seats.
"It seems that the fallen lack the manners and respect needed in front of someone superior"
"Now listen here, at this very moment I am applying gravitational forces on you one from the top that is trying to crush you and one from the bottom that is trying to 'save' you"
"At the very moment, these two forces cancel each other with the crushing force having a slight upper hand that is making you glue to your seat."
"Do you know what would happen if I remove the force from the bottom?" Arakan questioned.
Among the fallen, the one who possesses ten sets of wings could be counted in one hand. These fallen are considered the strongest beings in Grigory.
Yet at this moment these strongest Fallen Angels could do nothing but clench their fists, grit their teeth, and wait for Arakan to decide their fate.
"Essentially I can do that to the whole Grigory so now listen here. From now on I Arakan Barbatos will be the one who rules over the fallen those who wish to resist will not have a painless death!" Arakan stated out loud.
"If looks could kill I would have been dead ten times over already so stop gazing at me" Arakan commanded as the top Fallen executives were forced to look elsewhere.
"No need to hate me just yet, I haven't even started to implement my work"
"The working of the Grigory would be the same as ever, only the most trustworthy beings would know about my existence and my rule over this faction."
"The roles and working would essentially be the same however from now on you all will report to me and work under my orders," Arakan said as the pressure over the Fallen present started to lessen.
"For now that is all after I finish scouring all three factions I will return here and oversee this myself" Arakan declared as he looked at Azazel who nodded in response.
"From now on I Arakan Barabtos will rule and look over Grigory if anyone in Grigory has their doubts are free to challenge me to life and death battles" Arakan stated confidently as the Fallen Leaders just gave each other a couple of glances.

"I hope that the angels would be more respectful" Arakan muttered as he now followed Michale who led the way to the heavens.
"When God created me he told me that the Angels were created for mankind to be inspired."
"Respectful, Merciful, and Loving those were the three words that can be used to describe Angel, and those you fail to follow them...they fall from grace" Michale stated as a golden gate appeared in front of the two of them.
"This is a gateway to heaven, if a being other than an Angel tries to enter they must pass through this" Michale said as he took a few steps back.
'beings who harbor sins will be exposed to the aura of God and will be forced to repent for their sins' Michale thought to himself as Arakan's hand held the door's handle.
Arakan moved the door's handle and pushed it open. A wave of light appeared as soon as the door opened blinding Arakan.
'The lights of heaven!'
