Even the Four Great Leagues were not brave enough to snatch back this place from the Fallen Angels, not to mention ordinary Clans or Leagues. 

Additionally, the Fallen Angels had gathered around a thousand Tier 5 players in Black Flame Valley. This exceeded the number of players in a normal party. Even if a clan wanted to attack Black Flame Valley, the success rate for that would be very low. 

Hence, there were many clans from the Angel Faction who considered this place already controlled by the Fallen Angels, in which the outsiders did not possess the courage to enter Black Flame Valley.
