28 Chapter 26: Unexpected Dropoff

2 Weeks later

Shin had been using this time to coordinate with Arashi along with the 13th division in a plan to root out some of these smaller gangs all in one fell sweep.

However before any of this started Shin would first go to the Inawa gang's dropoff to gather more information from the Inawa members memories as well as a free drop off of trigger.

Right now Shin was making his way to the meeting spot while using search so as to monitor anything in a one mile radius.

So far everything was looking to be under his control and when he arrived he disguised himself as one of Venom's former subordinates Souta.

Arriving at the spot Venom came out of a nearby building with a random empty case that Shin told him to bring since he needed something that would be deceiving enough.

"Boss." Venom greeted without any head motions walking up to Shin's side.

"When are they going to arrive?" Shin asked, leaning against a nearby pillar.

"They usually take their time and almost always show up late." Venom answered once Shin's words finished.

"Well as long as there are no disruptions." Shin crossed his arms while using search before smiling.

"I guess we won't have to wait long."

On a random building 2 miles away

Lady Nagant was setting up her shot and as time passed the subtle emotionless plain look started to gradually morph into a frown.

In the report it clearly stated that Ink and Mist always attended with their boss yet they were nowhere to be found.

"I guess this means overtime." Lady Nagant sighed though her face didn't show a trace of distress, seemingly telling people this had happened before.

Gazing through her scope she surveyed all the weather surroundings while lining up her shot knowing deep down that all she needed was one bullet.

Pulling out a pink and purple colored bullet from her pocket she loaded it into her rifle arm while waiting for the perfect opportunity as she gazed down the scope.

Her breathing slowed as if becoming completely silent gazing at three oncoming cars knowing it was the suppliers signaling the start of the drop.

On the ground Shin who was standing by Venom's side holding back the smile on his face seeing them come into his hold knowing that this would go off without a hitch.

The cars slowly came to a halt as men in black attire came out of cars before immediately surveying the surroundings.

Nine people exited the three cars though the drivers never came out nor did the cars ignition ever turn off.

The last one to come out was a man but unlike the others he had a fedora and a single toothpick laying on the side of his mouth.

Gazing forward he gazed at Venom with a cocky smirk as a light shined in his eyes before he nodded his head.

"Come in." The man voiced into a walkie talkie and two black vans entered the place until they rolled to a stop behind the man.

"Venom."

"Mr. H."

They both exchanged greetings as they both walked forward for introductions and when Venom reached his fifth step it happened.

*Zip*

*Bang*

*Splat*

Hearing the zip in the air Shin unconsciously activated the barrier quirk around himself though it didn't matter since he wasn't the target.

In front of his view Venom's head exploded as the Inawa members flinched at the sudden events as some brain matter scattered onto Mr. H.

'What.' Shin thought seeing Venom's body start to fall headlessly to the ground.

'I need to use search.' It only took a millisecond until Shin recovered his bearings then observed everything around the falling Venom.

His brain worked at fast speeds trying to deduce where the bullet would come from and after seeing the direction Venom's head scattered too along with the weather conditions he found his answer.

'East.'

Shin activated search upon this deduction extending it farther than one mile until he saw someone who was almost two miles away sitting on a building.

Turning his head a star formed in his eye looking directly at Lady Nagant who widened her eyes though didn't flinch loading in another bullet.

"IT'S A AMBUSH-"

*Splat*

Shin clenched his hand as the nine including Mr. H all became impaled by pillars which ruthlessly shot throughout their whole being turning them into kabobs.

They all died upon the sharp pillars pushing through their brain as the only survivors left were the ones still in the car processing what just happened.

Shin however didn't hesitate while morphing the ground below all the vehicles to swallow them whole as the people in the cars could now only suffocate.

'I'll retrieve them later.' Shin thought as his gaze didn't move from the sniper positioned two miles away from him.

'Anomaly.' Lady Nagant, already deducing that this man was a threat, decided he needed to be eliminated.

Sometimes when a target was accompanied by a dangerous individual and if she judged them to be a threat she could take action and seeing him suddenly kill nine people as well as sink five cars she made that decision.

The bullet loaded in her elbow as she saw Shin charging forward and quickly surveyed her surroundings before pulling the trigger.

Unlike Lady Nagant in Shin's mind all he was thinking about was who this person was as well as what kind of information they held.

*Bang*

*Dink*

Propelling himself upward with whirlwind his feet finally lifted off the ground when a bullet suddenly came rocketing right at his forehead which he blocked using barrier.

"Damn." Lady Nagant spoke to herself knowing that he had some sort of defensive quirk and quickly judged it would be useless to react further.

Standing up she formed the sniper back into her arm as she quickly turned around since right now she had been compromised.

"I need to escape and re-"

"Who said you could escape?" Shin appeared from the side of the building as Lady Nagant quickly rolled to the side.

Lady Nagant's body instinctively reacted as her arm formed back into her sniper while immediately plucking out a strand of hair and twisted it into a bullet with her fingers while loading it into her gun arm while shooting it.

This all took around five seconds, Shin had to nod his head at the efficiency and little error in her movements.

*Bang*

*Dink*

*Bang*

*Dink*

Lady Nagant leaped backwards while shooting at Shin trying to create more space and while she shot at him she prepared another bullet for another shot however much to her dismay they were both blocked.

"Interesting quirk." Shin rubbed his chin seeing the quirk and appreciating how useful it was for assassination.

"Tsk." Lady Nagant plucked another hair from her body until her body suddenly stopped moving.

"Well thanks for the show, I truly wasn't expecting you to assassinate Venom though it doesn't really matter anways." Shin shrugged while walking closer to Lady Nagant.

'Why can't I move.' Those were Lady Nagant's first thoughts upon realizing that her body wasn't responding to her commands

Lady Nagant couldn't even grit her teeth as all she could do was watch this unknown man walk closer to her.

'Move move MOVE!' Lady Nagant screamed in her mind though it was all but useless.

When Shin made his way to her it was then that she knew that she would most likely die today but what felt odd was that she wasn't scared.

This life of hers had been nothing but cruel and as it approached its end she welcomed it knowing that she would finally be free.

Shin gripped her face as he entered her mental space before a crazed smile appeared on his face.

To the side Lady Nagant was gazing around her own mindscape until she saw Shin moving his hand around with an ecstatic smile.

"So you were sent by the association huh?" Shin, seeing Lady Nagant's memories, couldn't help but become ecstatic at what the association was doing.

*Pffft*

"It looks like taking over the association won't be that hard after all." The more Shin saw, the easier the plan to take over the association became.

From what he saw so far from Lady Nagan'ts memories the association was just a gathering of higher ups who were quirkless as well as from prominent families who controlled everything for the sake of 'balance' or in better terms to preserve their power.

Shin knew that the association had flaws but he didn't think they had so many, their fear overgrew their reasoning leading to them causing so many atrocities for the sake of 'peace'.

"You really don't believe this do you?" Shin turned his gaze to the quiet Lady Nagant who was quietly observing him.

"I mean all the things you did, all the killings you committed, you know it's all false peace you're not truly helping society." Shin also saw Lady Nagant's fragile mental state yet couldn't believe she hadn't broken yet which also piqued his interest.

It only took a couple of seconds to figure out what kind of person Lady Nagant or Kaina Tstsumi truly was.

"Just kill me already." She bit her lip while grabbing her gun arm while turning her gaze downwards, wanting Shin to end it all for her so she could just escape into the numb void forever.

"I could but wouldn't you miss out on the world you desire so much?" Shin spoke out and as he did the surroundings started to change.

Watching the floor below her start to change she gazed upwards and saw Shin's vision for the future appear around her making her eyes widened.

All around her people were using their quirks while using them to benefit society rather than becoming a hero.

The city of Musutafu became so bright, colorful, full of promise rather than the cold numb place it always looked to her.

She stumbled up seeing the happy faces Shin was showing her as she gripped her hand as a forced smile formed on her face.

"This is just a fantasy." She had an ironic smile while turning her gaze to Shin who was sitting at a chair in front of a cafe he suddenly created.

"Well for now it is." Shin started taking a sip of this drink called Blueberry Blast before nodding to himself at the taste.

Everything that ever touched Lady Nagant's taste buds could be pulled up by Shin to which he was enjoying a drink she had recently.

"Do you think you can bring peace like this without any blood?" Lady Nagant chuckled dryly knowing something like that would be impossible.

*Snap*

"Of course not you have to spill blood if you want peace." Shin snapped his fingers as the mindscape started to change into a battlefield.

"What did you do?" Lady Nagant asked as her eyes trembled seeing a vast battlefield with people slaughtering each other left and right.

*Slurrrrrp*

"Showing what it takes to achieve true peace." Shin slurped out the straw as Lady Nagant angrily turned to the relaxed Shin.

"YOU THINK THIS IS JUSTIFIABLE!" She screamed pointing to the endless death behind her.

*Snap*

"And you think this is?" Shin snapped his fingers once more and all the people Lady Nagant ever killed for the sake of 'balance' all appeared around her.

"N-no." The memories she had buried deep into her subconscious were being forcefully shown in front of her by Shin.

She stammered backwards as Shin showed a bored look on his face throwing the drink to the side.

Then all of a sudden the surroundings changed again as two familiar people appeared in front of Lady Nagant.

"That right arm of yours will make our society a better place."

Lady Nagants pupils shrank at hearing those familiar words, gazing upwards she saw two people, one man and one woman standing in front of her who she immediately recognized.

"Wh-"

"Really?!?!?!" A voice interrupted her as Lady Nagant turned around and gazed in horror seeing her younger self.

"Of course, you have the potential to become a great hero." The man on the left with glasses smiled, making the young girl's eyes sparkle.

"I do!?!?!"

"Stop." Lady Nagant instinctively spoke out, reaching forward though she just passed through as she stumbled forward.

"Kaina don't you want to help people?" A voice called out to the side causing Lady Nagant head to instinctively turn towards the voice seeing a familiar place wrap all around her gaze.

"The training room." Her voice trembled seeing this horrible place once more.

"Yes president its just I don't thi-"

"That hero is trying to break that peace we're trying so hard to uphold, you don't want the balance to be tilted don't you." The man patted the young Kaina's shoulder as she nodded.

"No, president."

"Wow, they really sucked the life out of you didn't they? This was only two years later, right?" Shin chuckled, appearing from the side seeing the drastic change that two years did to Lady Nagant.

"Please just kill me." Lady Nagant reached out a hand and showed a lost expression not wanting to see anymore.

"So was it justifiable?" Shin turned his head with a gentle smile though Lady Nagant showed a ugly expression when he heard his words.

"Was it justifiable?" Lady Nagant started laughing though her eyes only showed rage.

"You saw it didn't you? All the people I 'helped' you should know better than anyone how much I'm not helping, ANYONE!" Lady Nagant's last string broke as she screeched at Shin.

"I'M JUST A MURDERER AN ASSASSIN! NO MORE NO LESS! SO KILL ME!" Lady Nagant stood up while rushing at Shin before grabbing his shirt and shaking him around.

"If you want to die so much I can help you with that but then you won't see the dream you want so much." The surroundings changed back to the previous utopia Shin envisioned though Lady Nagant cracked a smile.

"So you just want to use me too-"

"Yes."

"Huh?" Lady Nagant blurted out not expecting to hear his bluntness catching her off guard.

"Yes, I want to use you in my plans." Shin calmly took her hands off of his shirt while shrugging.

"I mean I'm your best bet for, well, all of this." Shin gestured his hands all around yet Lady Nagant didn't stop looking at his figure.

"In a world filled with people who can control the elements with just their fingers, it isn't funny that it is controlled by people with power in name only." Shin pushed off of her changing the scene to a recent social gathering she attended a little while ago.

"You really attend a lot of these stuffy events though only as a bodyguard." Shin took a seat down at a table adorned in stylish white cloth watching Lady Nagant walk into this memory while escorting the vice president.

"You're not even wearing a dress but a combat suit, it's a gathering shouldn't you dress more appropriately?" Shin shook his head while rolling his head to a frowning Lady Nagant.

"Are you one of those fanatics who believe that only people with quirks should rule while everyone else bows before them." She scoffed while walking over to the table Shin was sitting at.

"No, I think anyone can carve a path for greatness but I think that those with abilities at birth will have it easier than others, that's all." Shin said in all honesty.

Right now he was in the beginning stages of gathering strong people though that didn't mean he wanted to rule with force, in fact it was the opposite.

Brute force was required in the starting part of his plans before he required people of keen intellect and connections since ruling with an iron hammer never ends well.

"However, these people are different from us." Shin gestured to all the people dressed in fancy attire causing Lady Nagant to raise an eyebrow.

She finally calmed her chaotic mind to some extent showing her true capabilities that even having her mind toyed with she could at least remain somewhat calm.

"How so?" Lady Nagant asked, already knowing the answer.

"C'mon Lady Nagan-or may I call you Kaina?" She gave him a look of 'as you please' causing Shin to nod his head.

"Kaina, you know better than anyone that all they care about is staying on top. I mean at this point they're not even trying to hide it anymore." Shin chuckled a little bit seeing how dumb these old fogies were dressed up.

"We have the power to advance society while simultaneously making it a better place; however all they do with these powers is have people dress up in costumes and parade around for fan service." Shin had an ironic smile showing some crackles in his hand.

"It was necessary for heroes to become real since villains started to appear, especially All For One...….why are you laughing?" Kaina didn't finish her speech seeing him start chuckling.

"Nothing, it's just I didn't expect you to believe that crap." Shin put his chin on his hand making Kaina frown.

"What did you expect the government to do when people started using their quirks an-"

"Kaina, the reason that All For One was able to become such a prominent figure was because when people with quirks started popping up the governments started trying to suppress them so they all ran to someone who seemed powerful and could lead." Shin rolled his eyes while grabbing the silverware on the table.

"This is going nowhere." Shin sighed while releasing the memory though the table still remained.

"Let me ask you a question Kaina, say a kid one day is born in the slums with a quirk that is able to clean up pollution from our oceans." Shin lazily turned his head towards Kaina.

"Will he change the world? Will he try to become a hero? Will he become a villain? Or will he rot away in a random alley?" Hearing these words Kaina frown reached its peak.

"Do you think the association will let a kid with that much potential to help the world rot away in an alley?" Kaina asked in a serious tone and Shin gave her a smirk.

"Yes, and I think it's probably happening currently. If the association wasn't so obsessed with the sense of balance and keeping the order, then I think that they would care but now I don't think they really do." Shin stood up as he released his hold on Kaina's face, forcefully pushing her back into reality.

Shin took two steps back as Kaina's eyes started to become clear before looking around her, and after knowing she was back in reality she saw Shin in a different appearance.

"What now?" Kaina asked genuinely not knowing what was happening next.

"Well you could go back to the association and maintain the balance or." Shin smiled as Kaina stood up while brushing the dust off her outfit.

"Or?" She asked and Shin smiled.

"Or we'll be in touch." Shin walked to the ledge but Kaina wasn't going to let him go with just that.

"How can you bring any change? Real Change?" It might not seem like a lot to some but to Kaina all she ever wanted was to make the world a better place but after becoming a 'hero' she realized that she might never be able to do that however this man was claiming to be able to do something that seemed impossible to her.

"With this." Shin gestured to his arm that started to morph into a sniper making Kaina's stop in her tracks.

'All For One.' Kaina thought grabbing her arm while instinctively thinking she lost her quirk however another surprise awaited her.

"What?" Kaina gazed down at her sniper arm then at Shin who had a cheeky smile not being able to comprehend what was happening.

"You know what Kaina I like you, you're set up in the perfect position along with the right background that gives you access to all those dirty secrets of the association." Shin turned his newly sniper arm back into arm before sitting down on the ledge.

"I'll give you a chance however all you get is one." Shin held up a single finger as Kaina stood there silently trying to comprehend what was happening right now.

"I'm not asking you to join me right away nor am I going to kill you but instead I'm giving you a chance to observe me." She scrunched her eyebrows at his words though Shin was not perturbed at her hesitance since it would be suspicious if she suddenly jumped on board which wouldn't correlate to her stonewall personality especially when it comes to trusting people.

"If you're interested then find someone named Giran and tell them you're looking for the Doctor." Shin ultimately decided that someone who was this mentally fragile like Kaina was valuable for him.

Imagine if one day she held a press conference revealing all the things she had done for the sake of the association.

Shin could use that turbulence which would ensue from the media to do a whole takeover internally of the association and that was only one plan he thought of just now.

"What if I tell the association about what you did?" Kaina squinted her eyes and Shin laughed, making her a little confused though she didn't show it externally.

"Tell them what? I didn't do anything." Shin shrugged as Kaina tried to recall the memory that Shin erased.

"Why can't I remember?" Kaina coldly spoke and suddenly pointed her arm at Shin who held his hands up.

"Kaina it would be stupid if I let you leave after seeing so much, I should at least have this much insurance right?" Shin spoke out the words as her vision suddenly became dizzy.

"What did you do?" She stumbled but caught herself before she fell completely to the ground.

"It was nice meeting you Kaina and also thank you for the information. It will really help me in the future." Shin waved, hopping off the building as Kaina stretched out her hand.

"Sto-" She couldn't finish her sentence as her vision suddenly went black falling in her own subconscious.

'Giran's quirk is really useful.' Shin, who was currently flying back to the gravesite of the Inawa members thought to himself already making use of Giran's quirk.

Instead of making the whole five minutes fuzzy he made only certain parts fuzzy while erasing the memory of him wiping out the Inawa members while leaving in the sudden erasure of Kaina's memories to make her know that it had been erased.

Then once he touched her head he left out all the truly incriminating things he revealed before leaving her only full of questions.

'Well I already marked her so it's up to her.' She was useful to Shin and if she ultimately decided to not accept his offer then he would go with the original plan he set for her.

Arriving at the empty lot his foot touched the ground as the dirt started spewing out all the dirty remains of the Inawa members.

Shin went to the vans first while turning the crates inside of them into marbles before repairing them to show them without a speck of dirt.

Turning his sites to the people lying lifelessly on the ground he walked over to Mr. H and put his hand on his face.

'Heal.'

The memories all flowed into Shin's hold as his smile extended to the farthest part of his cheek bones for the second time today.

'You're better off alive.' Shin seeing this guys position and understanding why his name is Mr. H, Shin decided he would serve better like Gold.

"Now let's make this realistic."

20 minutes later

*Splat*

Nine people flinched including Mr. H seeing Venom's head explode resulting in their mind going blank.

"BOSS!" Shin yelled, knocking them to their senses.

"IT'S A AMBUSH BE ON GUARD!" Mr. H roared, commanding his men to be on guard at this sudden ambush.

Mr. H clenched his teeth though after seeing Venom's lifeless body he scrapped the idea forming in his mind.

Turning around he ran toward the car to get cover and Shin watched this after forming some distance with a smile as his palms started crackling.

*BOOOM*

Both vans exploded resulting in Mr. H being blown to the side under the force of the explosion, looking up the flames reflected in his pupils though he was only idle for only a second.

"EVERYONE RETREAT!" Mr. H scrambled to his feet while rushing back to a nearby car.

The grunts didn't hesitate and ran in separate directions as the cars that weren't in flames sped off with one occupied by Mr. H.

Gazing backwards he gritted his teeth knowing that all that trigger was wasted and gripped the leather interior.

"Boss what now?" The man asked, waiting for his orders.

"Drive until you're sure there's no tail then we'll make the report." Mr. H ordered pulling out his phone.

"Dammit."

In a nearby alleyway

Shin was currently strolling in the desolate alley while rolling four marbles in his fingers that contained four crates worth of low to medium grade trigger.

"Great haul." Shin pocketed the marbles.

Shin currently had a lot of goods under his belt though right now he didn't want them to enter the distribution of the underworld.

"Now let's start getting rid of these smaller gangs." Shin voiced to himself pushing himself off the ground.

Flying through the air he arrived at a familiar warehouse that was guarded and managed by the 13th division along with Asashi, their leader.

The doors opened as his feet touched the ground revealing men in suits bowing at his arrival.

"GREETING DOCTOR!" They yelled showing his given respect.

"Asashi."

"Yes Doctor!" Arashi spoke from the side.

"Is everyone ready?" Shin asked gazing at the 13th division.

"Yes Doctor! We are ready to move upon your command!" Arashi bowed again and Shin nodded.

"Alright, we're going to start the operation as planned." Shin commanded and Arashi became confused.

"What of-"

"They are already accounted for." Shin waved his hand and Arashi nodded his head.

"Everyone get ready, today we get rid of the rats on our turf!" Shin shouted to the surrounding Yakuza who all gave deadly smiles.

"YES DOCTOR!"

On a building located in the southwest part of the slums sat Dabi hanging off the ledge while gazing down with a bored look.

*Buzz*

Start - Shin

Dabi took out the phone and sighed before pocketing it looking down at the base below him with a constant amount of people shuffling around.

"Let's get this over with."

In another building stood a well dressed man however instead of the southwest he was located on the southeast part of the Musutafu slums.

*Buzz*

Start - Shin

"Gladly!" Atsuhiro voiced out, holding his arms in the air.

"I shall make this a performance of a lifetime!"
