Even though the Simulator had declared him worthy enough to start making runes for himself, he lacked both writing and inscribing tools, none of which was available on the island's reserve, quite contrary to the ever-replenishing food. In order to create runic magic, he needed to engrave them down onto a physical two or three-dimensional surface.
