When Naxzi and Sencha went back to their room, Naxzi pondered what happened earlier and looked around. The voice he heard was somewhat really familiar. If not Deniel and Kian, he must be impersonating the two. Thus, in that logic, the man can be neither of his siblings or if not… maybe the leader of the Scorpion Mercenary.
The men were sent by Scorpion Mercenary and not by the Prime Minister. If he thinks like this, do the two parties know his secret? No, that can't be.
