Orphanage

After listening to Tsunade's words, Jake finally understood what had happened in the Jonin meeting.

Tsunade had spent several days preparing a report on medical system reform. Still, the Third Hokage likely thought it would cost too much and couldn't justify it, so he had to delay it.
