There are three officially recognized churches in the Kingdom of Loen: the Church of the Evernight Goddess, the Church of the God of Steam and Machinery, and the Church of the Lord of Storms. These three churches each hold at least one complete sequence. Seth knew this from reading the first few chapters of "Lord of the Mysteries" and conversations with friends.
However, it was the first time he had heard of the sequence of Arbitrators. The watcher 'Faceless Man' had recommended this sequence because of his status as a nobleman. This suggested that the sequence of Arbitrators was related to nobility or perhaps was controlled by the kingdom.
Given that the church and the government controlled these sequences, they had detailed information and could be steadily promoted, offering benefits within the system. But Seth also knew that while enjoying the system's benefits, he would have to bear its responsibilities. Moreover, the watcher had mentioned the issue of 'supervision.'

Seth remembered the tall policeman who had pinned him down on the deck.

Inspector Roy coughed dryly and introduced the policeman next to him.

Byson groaned and looked at the tall policeman.
Beads of sweat covered Barton's forehead. Barton felt very anxious after learning that Seth was the baron's son. He remembered laughing at Seth and ignoring explanations.
As a small policeman in Enmat Port, Barton worried that the nobles would retaliate against him. So he begged his chief to create an opportunity to apologize actively.
