I usually don't put stats for skill because they don't have a set strength, after all a fireball of a genin and a fireball of a kage should be highly different. the skill lvl allow to know how well the character can use the technique but it's also relative to the character state of mind and current chakra reserve

All in all i will try not to make Hinata OP but she will definitely seem like she is. In term of strength she might become chunin lvl before she graduate but her skill will be on the same lvl as a jounin. The difference is that she already know all the characters abilities so she can come with countermeasure in time of need.

My reason for not having an intelligence stat is that i feel it's not that interesting and i also want my character to have certain flaw in her thinking and not only logically think thing in a flash. Hinata is the hard worker type even if she don't look like it for now

The reason of the chakra and Hp grow over time is because i think a child and an adult don't have the same kind of body generally making it normal for the system to adjust those stats. The system can also explain various thing to Hinata freely but won't give up C class information and up of other villages useless she buy them and those can cost a lot of sp.
