Formulating a development plan first requires familiarity with local conditions. Without this knowledge, one has no right to speak.

Every planned development meeting on the domain inevitably ended up as a showpiece for the people in charge from each region.

Summing up all their development plans, it could be concluded in two words— conservative.

Almost all the plans were middle-of-the-road solutions. Those growing potatoes would grow potatoes, those growing rye would grow rye—the focus was overwhelmingly on ground crops.

Even the proposals to breed animals were primarily aimed at satisfying farming needs and additionally addressing the meat requirements of the domain people.

Those with a bit of economic sense suggested planting flax. This idea was well received, flaxseeds could be used to extract vegetable oil, and flax stalks could be used to produce fiber for making cloth.
