Although the time for humans to reach adulthood is short compared to dragons, they are not at the point where they can fight before they turn ten.
"Your Excellency, dividing it into five competition groups is too many. The one for children under ten can be scrapped off. Even the one for children between eleven and fifteen years old isn't necessary. How strong could a child of this age group be?"
Several ministers came forward to advise. Mureya's decision was involving too many resources, they couldn't persuade Mureya to cancel the decision, but they could reduce the workload involved.
