Failed Mission

While Alyssia began sailing the New World after dropping off others, there were some events that were beginning to take place around the world.

The territories belonging to the previous Whitebeard pirates were being lost to the Blackbeard pirates and they were slowly being pushed back to the few territories that remained.

It would not be long until a final and all out battle would be triggered between the two sides.

A war took place between the Marines and Kuma to defend the Thousand Sunny of the Straw Hats which would result in him becoming a slave of the World Nobles.

The Marines had found new Admirals to replace Akainu that took over the from Sengoku's position while Kuzan had left, the two vacant positions were filled with two admirals that were given the code names Wisteria Tiger and Green Bull or Fujitora and Ryokugyu.

Fujitora was not as active as Ryokugyu but he did appear on some islands to deal with the pirates and to save innocents.

He had not yet made his own moves in the world to push forward his own ideology or agenda into his own form of justice.

Ryokugyu was far more aggressive in the way he acted and any pirates or unaffiliated islands that showed a little weakness were attacked by him or those under his command.

His aggressive way helped to reduce the pirates roaming around the seas and to claim some weaker islands for the Marines but the way he approached things was not considered as righteous.

His justice was heavily influenced by Akainu and held contempt towards those he considered his enemies.

His views were that if they were not affiliated with the World Government or the Marines then they were inferior and should be looked down upon which showed his fanatical devotion towards the World Nobles.

His beliefs led him to do whatever he wanted towards those unaffiliated with the World Government and if it fulfilled a purpose then genocide was one of the many things he was willing to do.

If it was not for presences like Kaido and the other Emperors then he would gladly ignore the orders of his superiors then attack an unaffiliated island whenever he felt like it even if the army protecting it was powerful.

More names began to appear on the Grand Line and started to make their presence known and among them was Bartolomeo the captain of the Barto Club who gained the nickname 'Man-eating Bartolomeo'.

The news of the new island that had been explored had caught the attention of many and it soon became the focus of many influences.

The person behind the request disappeared and reappeared in another location much further away.

He was dressed in a hat and suit as he entered a suit shop, he was faced with the tailor and spoke. "Red silk tie with white polkadots."

The tailor nodded then pointed to the door behind him. "Follow me."

He was lead down into an underground tunnel before the entrance was closed behind him, he continued until he met some people wearing top hats and half masks. "I am here to report. The mission has failed but I do not think it is all bad."

He put some photos on the table and continued. "With this we have gathered more intelligence on the White Storm and those affiliated with them. The bonus is the intelligence gathered on Empirica Island. It has been far too long since there have been survivors after they have visited. What do you think?"

The photos were examined along with some other documentation of what Alyssia and her crew discovered by the masked person. "The island itself is very dangerous and this has helped to provide our people a way to survive after landing on the island but there is little mention of the inhabitants.

It is enough for the higher ups to consider sending some to investigate further but it is not enough to approve a larger force. The history of past explorations or invasions have always been unsuccessful so it is difficult to gain the approval to go hear there again unless more information has been obtained."

The man asked. "What about the identities of the White Storm members? Did it help in identifying some of their key members? Will it be of any use?"

The masked man pondered for a moment then nodded. "Alyssia Lucine is a name that keeps appearing recently so it is becoming more apparent that she is in a very high position within the White Storm and may possibly be their leader.

Her appearance has changed a lot recently which is a cause for concern so it is worth monitoring her more and placing her on the priority list for further investigation or removal.

The Minks have not changed like this unless it is during the full moon and the recent change she and others around her have shown has only appeared recently. It is likely that is it connected to her or someone affiliated with the White Storm.

The powers and identities of others have been discovered to some extent but there are a couple of new faces appearing among them. With everything that is going on, we cannot get the resources needed to do anything bog against them and anything we can do cannot be done out in the open.

Some of the origins of the other members have not been discovered and an accurate understanding of each of their powers and level of power has not been found out so we cannot gain approval yet for a qualified team to act against them even if we had the resources available.

The White Storm have not made any kind of problems in the world so we cannot gain the approval of a bounty being posted for each of them and the current balance cannot be disturbed any further by pulling another growing influence into a war. There is enough chaos already and we cannot handle yet another enemy right now."

The man nodded then tipped his hat before leaving. "I was going to suggest that we could try framing them for something to gain the publics hatred and the approval for the bounties but I guess that would be too reckless."

The masked man shook his head after seeing him leave. "We have already tried using others to eliminate some of them or tried to create a bad public opinion of them but they just bounced back stronger than before.

They have some capable people that will not let the White Storm fall down to some little tricks and we cannot gain the approval for an assassination attempt so we are stuck. I guess we have to wait for an opportunity to present itself. Even this recent attempt has proven that we have been underestimating their abilities."

The spies working all around the world were collecting all kinds of information and they were slowly putting the pieces together about Alyssia and those affiliated with her so they were beginning to see her as someone worth paying attention to.

Not everyone liked the White Storm's views and it would be a matter of time before the approval was given to take action against them once they felt more confident that they could successfully remove a troublesome group that kept appearing in the eyes of the public and was slowly gaining the approval of them.

The mission that sent members of the White Storm into Empirica had been a failure when there were no reported deaths or major injuries from those that returned when it had been expected that nobody would return.

It let many know that the White Storm could no longer be looked down on as a small insignificant group but it was not yet acknowledged as an existence like Big Mom or Kaido that they paid more attention to.

If they had known that Alyssia had reached the peak of her stats and was progressing further into her Sulong bloodline limit to unlock more power then they would soon see the immediate threat and would send their best assassins to kill her.

Unfortunately they did not understand what she was going through and were still trying to investigate the cause of it and they did not have an accurate understanding of her power beyond being able to defeat Ideo.
