Chapter 192: The Necessary Evil
The conversation between Makima and Kishibe was full of implications, but before anyone could fully analyze it, the scene shifted. The Samurai Sword and the Snake Woman, who seemed to have recovered, were seen setting up an ambush in a skyscraper. They were planning to intercept the new Public Safety Special Division 4's operation against them.
Below the skyscraper was an army of zombie puppets, created from the undead demon that was passed down from the Samurai Sword's grandfather. This was their trump card.
These zombie puppets were once ordinary people who couldn't repay their debts. If bitten by them, others would also turn into puppets. The Samurai Sword and the Snake Woman had no choice but to fight to the death because they knew that as long as Makima was alive, they would never escape safely.
In the next part of the story, Aki Hayakawa, seemingly having completed a contract, arrived at the operation site escorted by Tendo and Kurose. Before leaving, Kurose warned him, "There are no normal people in the Special Division! Be careful!"
The scene then shifted to Makima, who was sitting among a group of fierce yakuza.
"Prepare some high-quality tea; she's a guest from Public Safety," said the yakuza boss as he looked at Makima.
"Thank you for your cooperation," Makima responded politely, seemingly unaware of the hostile aura around her. Or perhaps she simply didn't care about the yakuza around her. After all, Makima had already demonstrated her immense hand-to-hand combat skills by killing an entire group of armed enemies with ease.
When Makima inquired, the yakuza boss explained that it was Akane Sawatari who had deceived their subordinates, convincing them they could obtain guns and ammunition for just 20,000 yen. Makima acknowledged this and then made a request, "Please write down the names of everyone who has made deals with devils."
"Sure, no problem," the yakuza boss agreed readily, adding, "We'll lock them up for a few days to reflect on their actions."
However, Makima clarified, "Not just the members of your group, but also the names of those from other groups."
At this point, the yakuza boss became defiant. "Young lady, do you even know what you're asking for?" He lit a cigar and spoke with disdain, "You really don't know anything, do you?"
He seemed to think Makima was just a sheltered noblewoman who had always lived in an ivory tower. "Even if I knew, I couldn't tell you. If other factions find out, it could trigger a gang war... You really are clueless."
However, Makima remained firm, "For the safety of the public… I ask for your cooperation."
The yakuza boss took a puff of his cigar and spoke seriously, "Young lady, have you ever heard the term 'necessary evil'?" He continued, "If we yakuza start fighting among ourselves, foreign gangs will invade. Although we've done some bad things, those foreign gangs are much worse, you know? We're the ones protecting the people from them."
He smirked condescendingly, "I've heard there are a lot of uneducated fools among the devil hunters who wouldn't understand this…"
His words were clearly meant to mock Makima, implying that she was an uneducated fool who couldn't understand his point. His mocking words caused his subordinates to burst into laughter.
"What necessary evil," Wenwei Zhou couldn't help but comment as he watched, "Yakuza, no matter where they are, are born from the worst, and the idea that they protect the people is laughable. They're only good at destroying lives."

Indeed, it's usually the people from the same country who are the harshest towards their own. Whether it's loan sharks, debt collectors, or scammers, it's often one's own people who are out to harm each other. People tend to trust those who speak the same language, making it easier for them to be deceived by their own.
In the manga, however, Makima remained remarkably calm. She wasn't angry or embarrassed. Instead, it was as if she simply ignored them, much like how a human wouldn't care about an ant's mockery. Makima seemed completely unfazed by the yakuza's ridicule.
She quietly placed a paper bag in front of the yakuza boss.
"Trying to bribe me with this little money?" the boss scoffed, misunderstanding her intentions.
"It's not money," Makima said calmly, her words carrying a terrifying implication, "Inside this bag are the eyes of your fathers, mothers, grandmothers, grandfathers, lovers, wives, brothers, and sisters…"
"Eyes?" The yakuza boss was confused.
Makima remained composed as she watched the boss open the bag. Indeed, inside were countless eyeballs!
The sight caused the yakuza boss to scream in horror, "Ahhhhh!"
Even the readers were shocked by Makima's ruthlessness. Without a second thought, she had ordered the removal of their eyes—a truly ruthless and fearsome act. No, she was a true "wolf."
"Don't worry," Makima continued calmly, "There's someone in Public Safety who can reattach their eyes. As long as you cooperate, I'll introduce you to him."
"You…" one of the yakuza members behind Makima couldn't take it anymore and swung a fist at her. However, Makima simply glanced back, and the man immediately began to bleed profusely from his nose, collapsing to the ground, his fate uncertain.
"The 'necessary evil' you speak of," Makima said as she stood up, her tone still calm, "is nothing more than an excuse to justify your actions. This society does not need your excuses. If there is a necessary evil, it must be under the control of the state, subject to its command."
Her words, combined with her fearless behavior, made her unbelievably cool!
At the end of the chapter, the scene shifted to the Public Safety devil hunters surrounding the building where the Samurai Sword and Snake Woman were hiding. The manga's carefully designed panels set up the confrontation: Samurai Sword versus Denji, and Snake Woman versus Aki Hayakawa.
Their opponents were now clear.
With Kishibe's casual command, "No tactics. The entire Special Division, enter the building."
The first mission of the newly formed Special Division 4 began!
"To be continued."
In memory of Akira Toriyama-sensei, who passed away tragically. Thank you, sensei, for your contributions to Sino-Japanese friendship and anti-war efforts.
