Other beings could utilize them to a very little extent, as it logically took too much resources to bring forth something with the exact same level of power and origin as yourself.

If a normal Hegemony were able to utilize an ability of cloning another being that could display 100% of their original body's power and might, it meant they had to replicate their whole origin to be able to do so. They would have to drain nearly all of their mana reserves and spend hours doing it until such a process was complete!

But since the clone came from the same source, it would be utilizing the essence that was filled up within its origin and then also using the essence of the main body when its essence was drained.

So for many existences, it was essentially creating another source of drainage for their Mana Reserves that they couldn't really afford unless they had enormous reserves of Mana!
