After pulling Betty and Dr. Sterns into the laboratory, Russell initiated the super soldier program that originally belonged to General Ross.

Although Dr. Sterns hadn't developed a cure for Banner's mutation, he made a statement that rang true.

"Gamma technology has countless applications, infinite possibilities, and boundless potential. It can make humans completely immune to various diseases, and even promote humanity's evolution once again."

Although Russell didn't intend to turn Octopus Monster Industries into a pharmaceutical company, he still held significant interest in gamma technology.

Moreover, after opening the super soldier program at the Octopus Monster Laboratory, he once again became a partner with General Ross.

While Hulk undeniably played an unparalleled role on the battlefield, the birth of Hulk was filled with too much randomness.
