One month Time Skip!

A month passed by.

In the month, Ryouma did all he could do to increase the quality of life, and the amount of money in the village.

He did it by creating Hot Baths, Springs, Gambling Dens, Books and Entertainment, Developing Games, new dishes, new drinks, New Devices and even new types of clothing and outfits.

Of course, it was just on the outside to show his 'incompetence' for Ninjas as the leader of the village and work for the villagers as he had promised.

As he expected, the support for the Police Group was much better than he had thought and Kusagakure Police Group was created, and ninjas were assigned to look around and decrease crime in the village.

While doing this, Ryouma developed his force underground by making all the Impure World Reincarnation train with the information he knew and now a month later, every 'Ninja' in the village could use Rasengan and one type of Elemental Rasengan.

While everyone learned Rasengan and Elemental Rasengan, Ryouma wrote many books and he added Sealing Knowledge too, which was mostly used by Kin and Ayame.

What he wanted to do was for everyone to learn Chakra Transfer Skill, and using seals, store large amounts of Chakra from 'Ninjas' and create a Bijuu for himself.

But that was for later, and for now, he only wanted to develop chakra transfer seals and chakra transforming seals that could change from one change to others.

This way, he would be able to store a large amount of chakra in his Seal and then don't worry about it.

Every day, he would refill the chakra in the seal once by biting Kin and he would do it before she would sleep so that she would recover by tomorrow.

Not only this, Ryouma started to work on Chakra Enhancement in his free time and play around with Genjutsu.

When the 'Ninjas' in the village had learned Rasengan and Elemental Rasengan, Ryouma asked to start working on their specialization and specialize in the Type of Nature Transformation they have learned.

Fire, Water, Wind, Lightning, and Earth. Ideas about these fight Basic Nature Transformation were given to them, and with their good chakra control, they could shape them in any way while increasing the destruction caused by Ninjutsu.

In between, he also went to Hozuki Castle and talked with Warden at the place about his plan of using the criminals and after the talks, it was decided that 'Ninjas' would attack and raid the place, and in the process, the criminals would die and the DNA will be taken away by him.

As for others, they would be used as Sacrifices for them and the plan was successful with Ryouma gaining, 4 From Kumo, 3 from Iwa, 5 from Kiri, 3 from Suna, and 6 from Konoha.

Ryouma planned on keeping them in coffins in underground areas and when he was done with their information, he sealed them back as they didn't plan on working with him.

Besides, he knew the consequences of letting Psychopathic criminals like them walk around with unlimited chakra and no damage from injuries.

Overall, the progress in a month was good for Ryouma, and with the village starting to stabilize, he also gained some time for himself.

Moving around the village, Ryouma smiled as he looked at the countenance of people and the small smiles on their faces.

Just a month before, they all were scared of everything and it looked like a den of criminals but now, everything has been stabilized and there is nothing to worry about.

"I won't say anything as I don't want to raise some flags," Ryouma said as he walked around and his eyes fell on a white-haired man looking around and then writing.

'Fuck You Jiraiya, you just had to come here when I got a bit of time.'

Ryouma raised his left hand and pointed at Jiraiya, and it meant that all 'Ninjas' wouldn't be coming out for a while and absolutely wouldn't be around this place, while the ANBU would move and follow Ryouma.

Jiraiya, who had been writing sensed people looking at him and looking up, he saw a boy pointing in his direction.

Just as he took a step, the ANBU in the room gathered around him and the boy moved in his direction.

"Jiraiya of Konoha, what are you doing here? I don't remember getting any notice from Konoha about you coming here."

"For Konoha to send a Sannin in secret to another village, I wonder what they want to do."

Jiraiya's expression changed as he heard this and then he looked around and said, "Jiraiya? Who? I am Ijiyara and I am here to sightsee."

"Really?" Ryouma asked with a smile on his face and Jiraiya nodded at him.

"Hmm, If you aren't Jiraiya, then you won't mind coming with us for some questions because I think you are a spy sent from some village."

Jiraiya looked at Ryouma for a moment and then he asked, "Who are you? Why would I listen to you?"

"Ah! I forgot to introduce myself, I am Ryouma Nakamura, the new leader of Kusagakure, welcome to Kusagakure, Jiraiya of the Three Sanin."

"EH? You are the Leader of the Village? But I am not Jiraiya," Jiraiya said and if something happens, he planned on escaping away.

The reason why he came to the village was because of the book and rumour that it was sold in the village or he wouldn't even bother to come here.

"Then, you should come with us! By the way, if you run away, I will know that you are Jiraiya and ask Konoha for an explanation for sending a Sanin to another village as a Spy in Peaceful Times."

Ryouma said with a smile on his face and Jiraiya's mouth twitched as he heard this.

He hadn't expected to be threatened like this and he knew that if he escaped, later he would be chewed by Hiruzen and asked to do some things.

'Now, How should I settle this?'

Jiraiya thought as he looked at the shrewd boy and he hadn't expected the leader to be this cunning and have a way with his words.

"Let's go then," Jiraiya said Ryouma smiled at this. He nodded and the ANBU took out a few sealing tags and put them on Jiraiya and his expression changed as Jiraiya felt his chakra getting suppressed.

"What is this?" He asked as he looked at Ryouma and before he could do anything, Jiraiya lost his consciousness.

"Hehe! The plan is a success, bring him to the confinement room," Ryouma said, and he hadn't expected it to be this easy. He knew that Jiraiya didn't like fights and war, so he knew that if he put pressure on Konoha's name, he would comply but Ryouma hadn't expected him to show any resistance to the tags.
