[Yep, host can create any skill of any rank, as long as he has enough system points. If you want to use minimum no of points, then you will get only F-rank skill. To get S or SS rank level skills, you need to pour a lot of system points. You can also increase the rank of the already created F-rank skill by spending system points in future.]

'Oh... then how can I upgrade an F-rank skill without using system points?'

[Host can increase the rank of any skill by doing that skill as much as possible simply, you need to grind hard. Host is advised to use system points to quickly rank up and not be a miser.]
