The elders adopted the new titles, addressing Kazuhiko as their Clan Head.

Kazuhiko continued:

"My first directive is to dissolve the Uzushiogakure and abandon the one-country, one-village system."

This was a bold move. After all, the one-country, one-village system was a policy established by the God of the Ninja World, and it was prevalent in every major nation.
