Setsuna doesn't want her father-in-law to misunderstand him and explain what the Tobirama policy might do to Uchiha, especially the rumoured police force that will be managed by Uchiha. The police force is not yet implemented but has been suggested by Tobirama, luckily, it was rejected by Hashirama.

"Why is it not a good thing to have power in the police department?" asked Uzukage. 

"Father-in-law, police, or security forces sound like grand, but if the power is granted only to one clan, it will eventually rot that clan and make others, especially civilians, hate the clan," said Setsuna.
