The disappearance of Nine Tails didn't just make Madara's revenge become late but it also made Black Zetsu confused. He had been around for 1000 years, but this is the first time he can't sense and find a tailed beast. At first, he thought someone managed to become Jinchuriki, but after searching everywhere, he believed Nine Tails had disappeared.

Black Zetsu becomes scared, he believes Madara will awaken Rinegan, but without nine tails, it will be useless. His mother cannot escape from Hagoromo's sealing jutsu. In order to activate infinite tsukuyomi, the caster needs to become a ten-tail jinchuuriki, and without one of the tailed beasts, you can forget about it.

This made Black Zetsu anxious. He travelled one by one searching for tailed beasts, and he found eight of them, but he still didn't find or feel any chakra of nine tails. Little did Black Zetsu know, nine tails have been sealed inside the perfect Jinchuriki card, and even the Uzumaki clan, which can use kaguya eyes, cannot track nine tails.
