Chapter 113: I Will Protect Uzushiogakure
"Madara and Hashirama are the same kind of person, both rejected my idea," said Setsuna angrily.
He had proposed the idea of transitioning from a feudal society, where the Daimyo holds power, to a democracy where people vote for their leader.
Hashirama rejected it because he wanted to avoid unnecessary bloodshed, while Madara didn't believe democracy would stop wars.
They both had valid points and reasonable explanations, but for Setsuna, who came from a democratic world, it was hard to accept.
It is true that even democracy cannot stop wars—just look at what America has done to other countries.
But compared to Madara's idea of ruling the world by force, the idea of democracy seemed better.
What Setsuna wanted to do was unite all five great villages and smaller ones, with leaders chosen by elections, but his idea was rejected by both Hashirama and Madara.
"Jarvis, please scan the impact of the Feudal System, Democracy, and Communism in this Naruto world," requested Setsuna.
"Scanning 1%... 26%... 58%... 100%... Complete," said Jarvis, and the screen on the computer displayed the results.
Government Types and Their Suitability:
Feudal System (Current Structure)
Pros: Reflects the traditional power dynamics in Naruto, where Daimyo control the land, and ninja villages function as semi-autonomous military units. It maintains stability through the hierarchy and ensures the separation of civilian and military leadership.
Cons: It concentrates power in the hands of the elite, which can lead to corruption (as seen with some Daimyo). The system's rigidity may stifle growth or innovation and cause tensions between the civilian government and ninja leadership.
Democracy
Pros: A system where both ninjas and civilians vote for their leader could create more inclusivity, giving civilians a say in governance. It could potentially reduce the power imbalance between ninja clans and ordinary people, leading to more equitable governance.
Cons: In a world like Naruto's, where military power holds significant sway, civilians might feel pressured to support certain candidates based on clan strength or reputation, which could undermine the fairness of elections. Also, some ninja clans (like the Uchiha and Senju) might resist sharing power with civilians, leading to internal conflicts.
Communism
Pros: Communism emphasizes equality and collective ownership, which could dissolve clan hierarchies and promote a more unified society. Resources, like ninja training and missions, could be distributed equally among all citizens, reducing disparities between civilians and shinobi.
Cons: In a world built on individual power, skill, and strength (like ninjutsu abilities), it might be hard to enforce true equality. Elite clans with powerful bloodlines may resist the loss of their influence, and enforcement of strict equality could spark rebellion, especially from clans like the Uchiha or Hyuga.
Pure Feudalism (Reinforced)
Pros: This system maintains the tradition of powerful clans ruling with the Daimyo, ensuring that the strongest continue to lead. This system could reinforce stability by keeping political power in the hands of the elites who can manage both ninja and civilian matters.
Cons: It perpetuates a deeply unequal system, as civilians would continue to be marginalized. It could also foster rebellion from weaker ninja clans or civilian groups who feel disenfranchised, and it limits the opportunity for political reform or social progress.
"So which one is best?" asked Setsuna.
"Sir, according to my data, it's better to use a feudal system with you becoming the king," said Jarvis.
"Me?" Setsuna pointed to himself. "King?"
"Yes, Sir. You've consumed the life rejuvenation elixir and may live for 1,000 years or more. So, it's better if you become a king and rule the government," replied Jarvis.
"Really?" Setsuna massaged his chin. "Yeah, I have the system, and I'm stronger than Madara."
"Jarvis, what's the probability of me defeating Hashirama?" asked Setsuna.
"It's 50/50, and without using your Kamui, it might drop to 30/70," answered Jarvis.
"Damn, I'm still weaker than Hashirama," muttered Setsuna. "How about Madara?"
"It's a 100% success rate. You've already defeated him once before in Konoha," answered Jarvis.
"Me defeating him?" Setsuna thought back to the events from a few years ago. "Ah, I remember—Seduction Jutsu, Hashirama version!"
"Correct, Sir, you defeated him without even using your Mangekyou Sharingan abilities. If you had, he would've lost," answered Jarvis.
What Jarvis didn't know was that Setsuna had another ace up his sleeve—his Nine Tails Card Perfect Jinchuriki. If Jarvis knew this, the probability of Setsuna winning against Hashirama would jump to 60%.
"Never mind, I'll just watch them do whatever they want for now. Once they're both gone, I'll reshape the world. My current job is to protect Uzushiogakure from being destroyed," said Setsuna.
According to the comic books, Uzushiogakure would face destruction before the Second Ninja War. Hashirama wouldn't be around by then to be an obstacle. The exact reason for his death was unclear, but it seemed he succumbed to illness.
So why engage in a war against those two monsters now? It was better to sit back and prepare Uzushiogakure to become a superpower. When Konoha eventually betrayed them, that would be the time to reveal the strength Setsuna had been accumulating.
---Izuna POV---
Even though Izuna had awakened the Mangekyou Sharingan earlier, his thoughts became more extreme, worsening after Nezuko's death. He saw many flaws in the one village, one country system, especially after reviewing the past actions of the Daimyo. Izuna believed that other countries should become their subordinates, just as his brother had told him.
He tried to discuss the future with Setsuna, but Setsuna lost interest in engaging after his idea of democracy was rejected. At this point, Setsuna simply let Izuna do what he wanted, focusing instead on strengthening Uzushiogakure.
Setsuna didn't know what is the butterfly effect would happen after this? But before Second Ninja War happen, he will modernize the ninja world.
For Madara, Izuna was the biggest obstacle to his plans because he deeply loved his brother. So, when Izuna decided to collect the tailed beasts and confront Hashirama, Madara agreed, leaving Kazuha with a shadow clone in Uzushiogakure.
