They only undergoing a true transformation into a Mythical Pokémon after receiving the baptism of the Sea Crown in the Temple of the Sea.

The People of the Water serves as the key to the Temple of the Sea.

In the past, they are incharge for escorting every Manaphy to the Temple of the Sea through generations.

Just like Yuga an his master's lineage, which has been guarded by Celebi, the People of the Water has also been protected by the Manaphy family.

However, even with this protection, the descendants of the People of the Water have declined significantly.

Listening to Floatzel's explanation, Yuga remembered that he had indeed heard that the area dominated by Manaphy in the sea region was mentioned before.
