"Who is this person?" the Third Hokage inquired.

Swift Wind explained, "Moonlight Rain is my cousin, who is still studying at the ninja school. They'll graduate in just over a month."

The Third Hokage was initially skeptical but chose to believe Swift Wind.

"Since he is no less talented than White Fang in swordsmanship, then you have to supervise him well to practice swordsmanship!" The Third Hokage declared. He saw this as an opportunity to rejuvenate Konoha with new talent.

The Third Hokage's trust left Swift Wind overjoyed, as it meant Moonlight Rain's talents wouldn't go unnoticed.

Meanwhile, at home, Shi Yu turned his attention back to Active Skill 3 and contemplated how ninjutsu might affect the skill bar.

Shi Yu decided to experiment by reassigning the passive skill slots. He placed Water Escape ~ Water Chaos Wave Art, a special water ninjutsu, into the newly vacated passive skill slot. It was a precious legacy from his parents.
