Capital City

So this picture has won the pull for the magic school. In turn, I will take the one which was in second place and turn it into his capital city.

"What are we doing here?", Nuna asks me. We are currently standing on the highest point of the Alpes.

"This is Mont-Blanc, Nuna. The highest point of the Alpes and also the place where I will build my first and grandest city. The capital city of my country."

"Well, it's freezing. How high are we anyway?"

"We are about 4'800 meters above sea level. It is perfect."

"Why do you want to make your capital city so high up, anyway? Shouldn't it be easily accessible? Otherwise, who will want to live here?", she asks me. 

"When I am finished, everyone will want to live here. Doing it this way will give me more than enough time to finish all my plans and create the defences I want. No one will dare to attack us. Besides ... the view is amazing."

"Fair enough. But will we have to walk up here all the time? Or will we use your magic? Will you create a magical stairway?"

"No, I will create a normal one. If you want to come up here to live or for diplomatic purposes, you will have to take the hard way. Unless you know magic, then there will be entrances and Portkeys specifically for that."

"What about food, then? How will you get food up here?", she asks me and I look at her like she is an idiot. Which she is. 

"How long do we know each other now? Were you ever hungry?"

"No, but do you really intend to let others eat the food you have in your home?"

"Of course not. What I mean by that is, that I will use magic to get food here. Those who are allowed to live here will be wizards and witches and the leaders of my country. So all of them will know about magic anyway. I will have my magic community separated from the non-magical one, but the 'officials' of my country will know of the magical world. I will be the true ruler of my country and the officials will only act following my wishes."

"So you will be the hidden Emperor?"

"In a way, yes. I will also similarly control other countries. So calling me an Emperor would be correct. At least in the future."

"You have grand ambitions. I wonder if I will get to see them all."

"Who knows?"

And so, I got to work. A very important thing that made me choose Mont Blanc, even though that wasn't the official name yet, was the one Ley line that was located there. It was a good thing too, because using this natural Ley Line, I will be able to use Transfiguration and turn it into a real structure, not just transfigured material. 

That is something that I confirmed already. To turn any metal into gold, you need very pure and massive amounts of magic. The reason that normal Transfiguration turns back after a while, is because wizards and witches don't have the necessary amount of magic. So if I manipulate and control a Ley Line, I can turn a Transfiguration permanent. 

Ley Lines are the natural paths of magic that flowed throughout the earth like veins, and magic is more plentiful near these places. This is the reason, I chose this place as the capital city of my country. It is perfect for that. I have found various such Ley lines in the world and after researching for a while, I have found out how to manipulate them and take control of them. Once again, what you need is massive amounts of magic power and indomitable will—both things I have.

Nuna wanted to watch me work, so I created a small platform for her to stand, which would move out of the way automatically when I was working. 

I took out my Elder Wood, Phoenix core wand and closed my eyes. This was something I would do by instinct. I would focus on what I want to create and how I want it to look. It would come naturally after that. Intent, was one of the most important aspects of magic in this world and I had a lot of practice. Theoretically, I didn't even need a wand at this point, but I wanted to use it ... just because. 

I started to wave my hands slowly but surely. The mountaintop started to be affected. The rough end bumpy surfaces started to turn into smaller stones and rose into the air. It looked like the mountain was slowly turning to dust. All the different parts that were taken away, were rising in the air and hovered there. It looked like a cloud of ash as it grew more and more. 

I was still feeling and had my eyes closed. I felt the areas that were rather brittle and affected by weathering and erosion. Those areas were removed and the useful material that was hovering in the air was used to patch up those places. After a while, I was standing on a flat surface. The top of the mountain was now split into millions of pieces and was hovering in the air, for me to use and transform. 

I could feel the connection of the Ley Line. I had tapped into the strong and bountiful magic for this next step. Because I would now do what only a Philosopher's Stone should be able to do. I will do permanent Transfiguration and turn the stone, I have removed to create this smooth and perfectly levelled surface, into different metals and materials.

With a wave of my hands, the cloud of rubble and small stones began to rotate around me as I used the material and transfigured them into the desired shape and metal. First I created the foundations. I turned the stone into a powerful alloy that had many similar properties to Adamantine from Marvel Comics. I intended to make it nigh unbreakable, while also being magically conductive. A good thing, as that would make taking control of the city much easier. 

The work continued, once the foundations were finished, I continued with the main building, the one where I will reside, when I am in the capital city and where all the delegations will take place. The officials and politicians will work in the building adjacent to the main one. It is important to keep them close, in case something comes up. 

I first transfigured the stone to the desired material, which was also Adamantine. But the buildings would all be covered with gold and other visually appealing metals and materials. I worked from the middle outwards. First was the main building. I took my time to get things just the way I wanted them. A big golden throne was located in the ... throne room, duh. Let's just say I took inspiration from somewhere. From the throne, I could take control of the entire city, if I wanted.

After that, the government buildings were created. I had to make sure that they could be amongst themselves. I added a special 'travelling' area to that building. It was a set of rooms, where the government officials would come and go. I would create another big city, where the rest of the politicians would hold their meetings and do their thing. Only the very top government officials would know about 'Eagle Eye'. That was the name I gave my first and capital city. 

After taking care of that, I moved on to other things. A big part of the city would be dedicated to my generals and the Ministry of Magic and Warfare. The Adeptus Magicae. I thought the name Aurors isn't bad if it does indeed come from the word 'Aurora', which means star. But Adeptus Magicae seems to be better in this setting. I thought about calling them Astartes, but we aren't going to the stars just yet. 

All the different aspects of a Ministry of Magic were added and another special one, the Ministry of Warfare was situated next to that one. The space for both Ministries was increased with the Extension Charm, 'Capacious Extremis'. That is a charm that expands the internal dimensions of an object without affecting the external dimensions, enhancing its capacity.

I really took my time with both the Ministries and added all sorts of things to it. The different offices handled all sorts of things like information gathering, deployment of the Adeptus Magicae, librarians, imprisonment, training areas and many other things which would be important in the future. 

The training area for the Adeptus Magicae was very big and I went all out there. My 'Aurors' wouldn't be defeated by 'Death Eaters'. The requirement to become an Adeptus Magicae will be very high and only the best physically and magically, will be allowed inside. They won't be as physically fit as my main army and the other special units. Their main purpose will be to act as the law enforcement of the magical side. I will get to the units of the Ministry of Warfare later on. Their main camp will be in another location and only the headquarters is located in the capital city.

After finishing with both Ministries, I continued with other buildings. There were many different ones. A big building for commercial of any kind. There were many extension charms used there. There was also an entertainment district and a few others. 

Finally, there were homes which were there for those who worked here and didn't want to come here every day and then leave in the evening again. I made sure to make everything as efficient and nice as possible. This was his capital city, it had to be grand and amazing. And for that, he used Transfiguration to use the best materials.

After the city has been created, I now focus on creating the surrounding wall and the defensive towers. Right now there aren't any satellites, planes or phones to take pictures of the city, but in the future, this would become a problem. I created the wall which protected 'Eagle Eye' physically. The towers would be armed with various weapons as soon as I created them. I don't want to use Transfiguration for this, because creating new metals and technology is a hobby of mine. And I wish to take the long route with this.

There were hundreds of thousands of curses and wards added to the city. I took out a giant ward stone, which I had 'mined' and warded the city. I placed the ward stone underneath the central building and only created access to a special room for me. There were very nasty and dangerous curses added to the ward stone and anyone who walked on the Mont Blanc top uninvited or illegally, would die miserably, after having all his memories forcefully extracted. 

The extracted memories are something I added because even if a person dies, it is good to know why he or she came here. The memories will go directly to the intelligence department of the Ministry of Magic.

It was complete. Fully finished and ready to be used. The platform where Nuna was, came down and she stood next to me. Her mouth was opening and closing, without her saying anything. She had no words it would seem. 

"Ale-"

"Neoth."

"What?"

"That is my name."

"Neoth? What kind of name is that?"

"Mine."

"o... k. That is an impressive city you have created. But don't you think it's a bit big for just two people?"

"And who said anything about it being just for us two? This is my capital city, of course, it will be full of people in the future. Time is all it takes to fill the city up."

"And how will you do that?"

"Conquest of course."
