That's when she saw a man standing in the rain that startled her.

He was not standing in the rain but under the rain curtain at the doorway of a shop close to the entrance, which could be seen at a glance.

However, the rain curtain leaked, so she thought he was standing in the rain.

At a glance, the man's hair and clothes were soaked; she wasn't sure if he had done this on purpose.
