Arya sat cross-legged in the secret room Levi showed her before. Papers lay around her in a disarray. The more she read the files, the clearer her understanding got. 

She had nearly every piece of evidence she needed to put the minister behind bars. Ranging from illegal prostitution, and drug trafficking to human slavery, their crimes were listed with evidence. 

Her blood boiled the more she read through its content. By the time she was done, Arya felt more confused. She had more questions albeit all the answers she got. 

Nevertheless, the question that gave her a headache, was why Levi didn't take action. Why did he hold on to the evidence and failed to make use of it?

It was unlike the man she knew. Levi was meticulous in his actions. Putting away a file after completing a mission gave him a lot of pleasure. But why did he hold on to this one?
