The execution of the minister wasn't hard. Staging a suicide scenario was never hard. The story was already set in stone.

Charlie was too depressed after his wife passed away and became an alcoholic. He got into a car accident that led to his death. His body was never found and only his ashes could be buried.

The rest of the ministers were urgently placed under investigation following the report left behind by the late minister. This was to say, the mission went well and ended on a clean note.
