Village head Chou was ruthlessly scolded by her superiors when she went to the town, she was scolded until she could not even raise her head in front of anyone, on the other hand, Village head Gu who was in charge of the Big River Village was praised again and again because of her timely response which saved the villagers from drowning.
When she was getting scolded Village Head Chou was rather furious, how was she supposed to know that a flood was coming? Her village was too far from the Big River Village and it was impossible for her to know that a flood was coming, but Village head Gu was different, she knew that a flood was coming and the price of the grains was going to hike up but instead of helping them as neighbours, she selfishly kept this news to herself and then to make it worse she watched her getting humiliated by the superiors without saying anything.
