There weren't many direct threats to a System City's army in practice, so most often the members of the military were used to maintain order and do some cleanup work in the surrounding territory.
These simple missions, though, were usually left to simple infantry soldiers. For Sylas, who was a Captain, he had access to a higher grade of missions, ones that were related to the overall safety of the city or gave him a chance to participate in the betterment of the city overall.
These missions might as well have been a cheat code toward accessing all of the most valuable resources in the surroundings. Not just this, but he would have the support of ten men in doing so.
